RATP: the Court of Auditors suggests an increase in the price of the ticket

To compensate for the drop in passenger revenue in Ile-de-France public transport since the health crisis, it also recommends making motorists in the region contribute.

The health crisis is not over.

But the experts are convinced: impacted by the rise of telework, the use of transport in Ile-de-France will decline permanently.

By 2023-2024, the drop in traffic will be around 10% for the RATP compared to 2019.

In this context, the Court of Auditors considers that it will be necessary to find new financing to compensate for the drop in passenger receipts.

The first track would be to increase the price of tickets, booklets or Navigo Passes.

"

The substantial extensions of the network, in progress and to come, and the correlative improvement in the quality of service justify an increase in tariffs

 “, write the senior magistrates.

A measure always very sensitive politically.

Not sure that the president of the Ile-de-France Region, Valérie Pécresse, also president of Ile-de-France Mobilité, wants to make such an increase!

Moreover, when she led a showdown with the State to obtain compensation for the loss of earnings linked to the health crisis in 2020 and then 2021, she always refused to charge users more.

To minimize the impact of this increase, the Court of Auditors suggests reserving it for tourists.

Second track envisaged by the senior magistrates: “

have Ile-de-France motorists contribute to the financing of the system.

In other words, set up an urban toll or an eco-contribution that would go into the pocket of Ile-de-France Mobilité responsible for financing public transport in the capital region.

Again, not sure that elected officials want to hit their fellow citizens in the wallet, many of whom go to work by car for lack of credible alternatives.

Make communities pay more

Even more original: the Court of Auditors suggests increasing the financial contribution of local authorities who benefit in the form of tax receipts (including higher transfer duties) from the arrival of new metro, RER or metro lines.

Either way, solutions will have to be found.

Because Île-de-France Mobilité does not have the means to significantly reduce its main expenses.

Its investment program for the period 2021-2025 cannot be radically reorganized because the contracts necessary to execute it have already been awarded.
