Economics and Climate Protection Minister Robert Habeck wants to significantly reduce dependence on fossil fuels from Russia.
The Greens politician said he would do everything to ensure that Germany's energy supply was secure.
This also means taking special measures.
Dependence on Russian gas is 55 percent.
However, measures have been taken to ensure that the gas storage tanks are filled to a greater extent.
Germany's energy supply will certainly get through this winter, stressed Habeck.
The supply is secure even in the event that Russia reduces or completely cuts off gas supplies.
Looking ahead to the coming winter, Habeck said owners of gas storage facilities should be required to fill their storage facilities before winter begins.
The construction of LNG terminals for liquid gas loads by ship is also being promoted.
In the case of oil, the import share of Russian oil is 35 percent.
But there is a national oil reserve that ensures independence from imports for 90 days.
Germany also has an import dependency of 50 percent on Russian coal.
Here the ministry will take care of a coal reserve.
Care should be taken to ensure that the security of supply is always maintained even in the event of raw material restrictions.
However, the best way to independence is still a rapid expansion of renewable energies.
The "sluggishness and convenience" with which the development of a climate-friendly energy supply in Germany was recently pursued would now be subjected to a "hard reality test".
It is now clear that independence from as many energy sources as possible is also a security issue.
"I'll do everything in my power to get rid of this sleepiness now," added Habeck.
He had already announced that the cabinet should decide on comprehensive measures for a faster expansion of green electricity from wind and sun by Easter.
