Name

: Meir Spiegler, 63, outgoing CEO of the National Insurance Institute and head of the national task force to absorb it.

Who I am: a man of people, loves friends and society and knows everything I do not know. Looking for challenges and wanting to succeed in places that are difficult to succeed at first glance

.

: Mother, a fifth generation of the Abu family in Safed, was the head of the bureau of the head of the Merom Hagalil council. From the "White Tzaddik" synagogue with the 180-year-old Torah scroll that the family members brought from Algiers, in the direction of Mount Meron, they place it in the Rashbi tomb and return it at the end of the celebration.

Dad was nine years old when the war broke out in Romania.

He lost his entire family in the Holocaust, immigrated to Israel with the youth aliyah on an illegal immigrant ship sent to Cyprus, and after a year arrived near Mordechai, just as the Egyptians were trying to conquer it.

His job was to transfer weapons from the home front to the front. From there he moved to another kibbutz and when he met his mother they settled in Safed, he was drafted into the police and served in the border.

When he was released from service, he was the captain of the Israeli volleyball team and joined the Ministry of Housing.

Masterpiece decoration

: In 1957, Father rescued three seriously wounded and four lightly wounded who were stuck on a mound in the area of Kibbutz Gonen in the north, dressed them and evacuated them one by one to a safe area.

For the daring operation he received the first exemplary decoration at the border and we knew nothing about it.

In 2009 I set up the immigration authority with Yaakov Ganot. Another day he told me, is your father the one who did a daring action at the border?

I replied that I had no idea what he was talking about.

He insisted and said he had received a certificate for it.

I asked Dad to tell what happened there and he said he rescued some wounded, nonsense, nothing.

I went to the Border Police memorial site, I looked for documentation and did not find anything there. It turned out that the Border Police had no documentation before 1960 and when we found him, we held a ceremony for him and he received the certificate.

Then it became clear to me that the second decorated at the border was Ganot.

My childhood

: Until the age of 13 I grew up in Safed, our house wall bordered the wall of the ark of the nearby synagogue.

I played a lot of football, plucked sabers with a can attached to a stick, and from there, with thorns all over my body, straight into an ice bath.

I remember the time when my father, who did not finish high school because of the Holocaust, tried to study engineering at the Technion.

He would sit for hours at the table in the warehouse, frustrated, and not understanding what was wanted of him, eventually decided to give up.

When we moved to Haifa, I moved from Basmat, a school of exact sciences, and studied electronics until the twelfth grade, and then another two years of electronics engineering.

I enlisted in the Navy and was sent to an electronic warfare course, which I graduated with honors.

When I graduated, I started studying for a bachelor's degree in electrical engineering at the Technion, I was elected chairman of the student association, I worked at Fibronics and then sold tickets for performances in Haifa and its surroundings.

I moved to Tel Aviv and started studying for a degree in political science, and set up electronic gaming sites for children with my brother in malls from Kiryat Shmona to Eilat, handled imports and was on the line to the US. After ten years, For planning and construction, and a master's degree in business administration, I taught practical engineers and technicians.

Yael

: My wife studied teaching at Beit Berl, has a master's degree in education, a law degree with a law degree and today she prepares 10th grades for language matriculation at Raanana High School, coordinates the language department and twice a week runs an afternoon dental clinic. We met through my parents. They were on vacation at the "Lookout" hotel, she was waiting for my parents and a father asked her if she wanted to meet their son. At first she refused and then she agreed. We have three children and we live in Ramat Aviv Green.

Public Career

: , I advised two directors in the Ministry of Religions, Arik Sharon appointed me at the time to dissolve the ministry.

I was the director of the trust unit for foreign workers in the Ministry of Industry, Trade and Labor, I was a partner in the establishment of the Immigration Authority in the Ministry of the Interior, later the VP of Human Resources at Israel Post, the director of the JNF, and two terms.

Social Security

: I applied and entered the position in 2016. Until I arrived, whoever entered the Social Security gates was considered a crook until proven otherwise.

Today everyone who comes to us is decent, flawless, as long as it has not been proven otherwise.

I got an organization that takes care of residents from birth to death, but the public service was lacking.

I hope today he is aware that the workers were there to serve him on the basis of Beit Hillel.

Distortions in the law

: I tried my best to ensure that disabled seniors who retired before January 2021 would not receive a reduced pension relative to those who retired after that date and I did not succeed.

The same is true of other, anachronistic laws, which are unfortunately still included in the Social Security Act and do not apply to the 21st century.

For example, a person who is entitled to a nursing allowance is forced to leave his natural environment and move to a hospital in an institution, losing the nursing allowance, even if the state does not participate at all in his hospitalization expenses.

It's outrageous, a public eclipse.

There is also a distortion in the survivors' benefits.

A woman whose husband has died receives a senior citizen's pension, but the man does not receive the survivors' pension if he has an income.

Self- employed

: Self-employed and employers should be given the same social security in distress or bankruptcy as other citizens of the country.

They always live in uncertainty and deserve the full right to receive the entire envelope of unemployment benefits.

Mourning and illness fees were also discussed, but I said the big changes are a pile of measured steps, that’s how the system works.

When they are recognized and given this right, it would be natural to give an envelope of additional rights.

Vacation, illness and mourning are enshrined in collective agreements and this is not a simple issue.

In the matter of mourning there is no problem, unequivocally.

Social Security balances

: I take care of future generations, a question who pays insurance premiums will be able to get their rights.

A first step was taken when raising the retirement age for women gradually to the age of 65 and I very much hope that the retirement age will increase for men as well.

Budget Division

: In the past year there has been a professional dialogue with the people of the division, with each side aware of the different needs of the other side, which was not the case at the beginning of the Corona crisis.

German model:

With the outbreak of the epidemic they had to take their blindfolds out of the box and think creatively and make decisions in the spirit of occupational flexibility, with flexible and partial employment - the German model. These ideas could allow the economy to function economically and employment Unemployment benefits and isolation benefits for the self-

employed

in Corona

: This is delayed, because

in order to transfer the money, we must get the information from the Ministry of Health.

We do not have a surplus in the Corona crisis, so we do not transfer money to the Treasury. In the first place, we did not have to sign the surplus agreements.

Since it was signed in 1980 I was not involved in its wording, and change it to Via Dolorosa, because there are very many factors involved in the matter.

But there is no doubt about the necessity of Social Security.

A study commissioned by the Institute for Democracy found that people are willing to pay more Social Security than taxes.

the climb?

Work Week Shortening

: I'm in favor.

It should be shortened to four working days, because the day will not be far off and it will happen.

This is good for productivity, which today is 23% lower than the OECD average, and will cause economic and economic growth.

There are countries in the world where it has already passed legislation.

Politics

: I have been a member of the Likud movement since 1992, which I am allowed by regulations and rules, but since 2001 I have not participated in any event, party, activity or political conference because I am not allowed as a civil servant and I do not want to involve non-gender.

At the moment it does not wink at me.

Aliya Projector

: A national mission concerning mutual guarantee and a place where one can reach and sit safely.

We correct deficiencies, learn from experience and make sure there are no mistakes, especially when it comes to data processing and testing.

The database is the most significant platform and also the synchronization between the organizations is improving.

Legal and operational bureaucracy needs to be overcome, but the most significant thing is to get people out of hell and help them start over.

Absorption of refugees

: This is a policy of the Ministry of the Interior and is not under the roof of the principal.

We only treat those entitled to the Law of Return.

Leisure

: I run five km at night. In the winter the nights are cold and it's harder for me to get out, but now I'm going back to it

.

: We'll see.

There are all kinds of thoughts.

I am doing a mental arithmetic for the future.

I do not have time to work for the director of immigration.

I am supposed to set up the array and bring it to day-to-day operation.
