With the pandemic, the French have taken a liking to home shopping delivery.
A whole myriad of start-ups (Gorillas, Getir, Cajoo, Frichti, Flink…) have rushed into the breach, offering to deliver customers in less than 15 minutes.
To do this, they mesh cities with mini-warehouses closed to the public, which embarrass municipalities and pose, like electric scooters a few years ago, new urban planning problems.
To respond to this, the Ministry of the Economy is publishing a guide this Friday which clarifies the town planning rules applicable to “dark stores”.
This guide has doctrinal value: it explains to elected officials under what conditions a mini-warehouse can be considered a business and no longer a warehouse.
This distinction is fundamental because most "dark stores" have settled in former businesses.
