The civil servants' association dbb is threatening further warning strikes by the municipal day-care center educators and social workers.
“If no tangible progress is made again, we face difficult weeks with a labor dispute that is difficult for everyone involved,” said dbb boss Ulrich Silberbach before the wage round continued this Monday.
Two weeks ago, on International Women's Day, the trade unions called for a first warning strike, and thousands of educators and other social workers took to the streets nationwide.
"We hope that employers have understood this impressive signal," said Ver.di deputy chairwoman Christine Behle.
At the start of the talks, they rejected the proposals to relieve employees, especially in daycare centers.
In the morning, the dbb and Ver.di meet for the second round of negotiations on the collective bargaining dispute with the Association of Municipal Employers' Associations VKA in Potsdam.
Around 330,000 day care workers and other employees in social and educational services are affected.
The unions Verdi and dbb demand an improvement in working conditions, measures to remedy the shortage of skilled workers and greater financial recognition.
The VKA had countered the union demands that the wages of municipal employees were already mostly higher than those of other social and educational service providers.
Silberbach said that social workers and educators are again under enormous pressure to look after the refugees from Ukraine.
He warned of social upheavals if employers continued to make no concessions.
Silberbach pointed out that the third and final round is only scheduled for May 16th and 17th.
