After the fiasco of the distribution of electoral propaganda last year, in which the private company Adrexo participated, the postal operator recovers this year the entire market for the distribution of leaflets for the presidential election.

It must be said that the distribution of electoral envelopes had been marred, for the regional and departmental elections of 2021, by many failures.

For the first time, La Poste had to share the market with Adrexo, a distribution company specializing in advertising.

And it did not live up to expectations: according to the distributors, 26.6% of voters did not receive any propaganda for the departmental elections, and 40.3% for the regional ones in the first round of the ballot.

Some senators at the time described the operation as an “

industrial disaster

”.

Some electoral envelopes had indeed been found in nature, in dumpsters or burned, abandoned by distributors lacking time and consideration.

La Poste promises that the scenario will be different this time.

The year 2021 was exceptional, with a split between two operators, two simultaneous elections and only one week difference between the two rounds

A context that had put pressure on the printers themselves.

Adrexo, continuation and end

From now on, return to a classic electoral pattern: two weeks will separate the two rounds of the presidential election, which should leave more room for the distribution of electoral propaganda.

The enveloping is thus carried out under the supervision of the prefectures, in accordance with a request from Gérald Darmanin to avoid new malfunctions.

The envelopes will then be collected by La Poste, which will begin distribution from April 1, with the imperative that all voters have received their electoral propaganda at least one day before the first round.

That is to say April 9 at the latest.

To do this, La Poste is not planning any new recruitments.

It will rely on its network of 65,000 postmen, who will deliver the electoral envelopes to voters registered on a list provided by the prefecture.

Propaganda will thus be deposited on the way to their tour, as was customary before last year.

The Adrexo company, for its part, had to give up this manna of propaganda distribution after the ministry announced that it had terminated the contract which linked it to the company.

The framework agreement was originally to run until 2024 and concerned seven regions and 51 departments.

The company, already in financial difficulty before the regional and departmental elections, received a penalty corresponding to 25% of its contract and then decided to change its strategy last October.

Adrexo now wants to focus on the distribution of parcels, groceries and mail and digital advertising.
