The parliamentary majority has tabled a bill to prohibit canvassing in favor of the use of the Personal Training Account (CPF) suffered by millions of French people on a daily basis.
“
I welcome this majority bill, which will provide concrete protection for the 3.8 million users of the Personal Training Account.
Abuse and fraud linked to the CPF must no longer be part of the daily life of the French, I make it a priority
, ”reacted on Twitter on Wednesday the Minister Delegate for Vocational Training Carole Grandjean.
The date of the examination of this bill is however not yet known, the Assembly not resuming its work until October.
More than 2 million French people enrolled in CPF training in 2021
This bill “
prohibits canvassing by telephone, SMS and email from training organizations
”, according to the text tabled by the Democrat (Modem) and Renaissance (LREM) deputies.
To enforce this prohibition, the text facilitates the exchange of information between the various State services responsible for combating fraud.
"
The massive success of the CPF has opened the door to aggressive and even abusive commercial practices aimed at pushing individuals to buy training against their will
", underline the deputies.
"
This translates into calls, text messages or emails from call centers or training organisations, carried out in a fraudulent manner and very often conveying erroneous information on the rights of the individual and/or , on the real object pursued by the organism
”, they add.
“
These practices jeopardize the readability and credibility of the system.
Called upon on a daily basis, potential beneficiaries may doubt the seriousness of the training offered, thus discrediting the vocational training sector
,” they insist.
In 2021, more than 2 million French people registered for training and the "
My CPF
" application had been downloaded 3.8 million.
