The National Assembly voted Wednesday, October 5 in first reading the creation of a
"real public service"
of the validation of acquired experience (VAE), still little used due in particular to its complexity.
The VAE, created in 2002, makes it possible to obtain professional certification thanks to the recognition of experience acquired, including in a voluntary context.
But the use is still considered too low.
"The whole objective of this reform is to support the attractiveness of VAE"
, argued Minister Delegate Carole Grandjean, defending a government amendment presented as part of the examination of the bill preparing a reform of unemployment insurance.
Adopted by 147 votes against 55, it allows
"to create a real public service of the VAE"
, she argued.
"This will be the role of the public interest group that we are creating on the basis of a digital platform"
, which aims to become
"a real one-stop shop for VAE"
, she added.
The new device must
"extract the VAE from its administrative logic"
, by simplifying and accelerating the procedures.
Facilitating access to old age professions
The initial text of the government essentially provided for measures to extend the VAE to
“close caregivers and family caregivers”
, so that their experience facilitates their access to old age professions, which are experiencing recruitment difficulties.
But deputies, in particular from the presidential majority, pleaded to add a more global reform of the system, a request which the government took into account in its amendment.
“I refuse to legislate in this way, without an impact study
,” said Communist MP Pierre Dharréville, believing that a major reform of the VAE required more consultation with the social partners.
“What poses a problem for us is the method used
,” also regretted the Socialist deputy Arthur Delaporte.
The RN chose to abstain, also to protest against a
“debate trampled on”

Deputy LR Stéphane Viry had indicated that his group would vote in favor of the government amendment.
The deputies must complete Wednesday evening the examination in first reading of the bill preparing the reform of unemployment insurance, before a solemn vote scheduled for Tuesday.
The text will then pass to the Senate from October 25.
