The development of legislation and laws related to the work of the power generation sector was the most important theme for the year 2022, especially with regard to the production of alternative energy, support for the strategy of renewable energies, diversification of energy sources, and meeting the increasing demand for electricity, whose production was affected due to the unfair economic blockade and unilateral coercive measures on Syria on the one hand. And the presence and destruction of terrorists of a number of oil and gas wells and fields, which caused a decrease in the quantities generated from electricity from 50 billion kilowatt-hours in 2011 to 17 billion kilowatt-hours in 2022.

Activities, events and laws that support the production of renewable and alternative energy:

The Council of Ministers issues a decision at the beginning of February setting the prices for purchasing electricity from renewable energies sources at various voltages, within the framework of implementing Law No. 32 of 2021, which stipulates the permissibility of purchasing electricity produced from renewable energies projects that can be connected to the transmission network or distribution network, if Technical capabilities are available for this.

More than 5,000 applications were accepted, all of which were submitted until the beginning of last October to the Fund for Supporting the Use of Renewable Energies and Raising Energy Efficiency in the Ministry of Electricity to benefit from renewable energy projects and raise energy efficiency in the domestic, agricultural, industrial and economic sectors, including the service and commercial fields.

- A draft legislative instrument for renewable energies is currently being finalized by an expanded committee, with the participation of all concerned parties. It aims to regulate the activities and projects of renewable energies by encouraging and motivating electric energy consumers and investors to generate energy from renewable sources.

In order to reduce the costs of renewable energies for citizens, the Ministry of Electricity is working on issuing a legislative instrument exempting components and equipment of renewable energies from customs duties and other financial additions, and studying raising fees on equipment that is inefficient in energy consumption.

Renewable energy projects:

– Implementation of a photovoltaic power station has been started near the Tishreen power station in the countryside of Damascus, with a capacity of 300 megawatts.

9 wind power projects with a total capacity of 35 megawatts have been licensed, of which a project with a capacity of 5 megawatts has been implemented.

Licensing two projects on the transmission network with a total capacity of 200 megawatts, of which 10 megawatts have been implemented in Adra Industrial City.

Projects of the National Center for Energy Research:

– Installing, operating and putting into service a group of photovoltaic systems on the rooftops of Tartous schools’ buildings in the Inshaat area.

Installing, operating and putting into service a group of photovoltaic systems on the roofs of the Faculty of Mechanical and Electrical Engineering at Al-Baath University with a capacity of 650 kilowatts.

The completion of a modern “SCADA” system with the expertise of the cadres of the General Corporation for Electricity Transmission and Distribution. The project is considered the beginning of the establishment of the smart network. This system monitors the electrical network, transfers all data of generation groups, transmission stations, and high-voltage lines and shows them on a main screen in the coordination center, for the high-voltage network. In a number of governorates, in addition to calculating and monitoring consumption in a real-time manner, and distributing the amount of electricity generated, a central database was established to store all data, analyze and study them, which helps to stabilize the electrical system in light of the current deficit in generated electricity.

General Corporation for Electricity Generation:

About 17.2 billion kilowatt-hours is the amount of total electricity generation production, of which 16.6 billion kilowatt-hours is produced by the stations affiliated with the Electricity Generating Corporation, and the rest is produced by the stations affiliated to the Ministry of Oil and Mineral Resources and the Ministry of Water Resources.

– In the presence of President Bashar al-Assad, on the 8th of last July, the work of the fifth group of the station was launched, after its rehabilitation, which will generate 200 megawatts to supply the governorate of Aleppo with electric energy.
