Developing plant and animal production and natural resources, advancing the status of the agricultural sector, increasing cultivated and reclaimed areas, and supporting farmers and livestock breeders with production requirements within the available capabilities, the main focus of the activities and programs of the Ministry of Agriculture and Agrarian Reform during the year 2022.
Areas cultivated with the most important crops and the quantities produced and marketed:
Cultivating 1,184,237 hectares of wheat, 250,000 tons of which were marketed to the Syrian Grain Corporation and 64,654 thousand tons to the Seed Multiplication Corporation.
- Cultivation of 1114 thousand hectares of barley, of which 449 thousand hectares are in safe areas, and the amount of production reached 178 thousand tons, of which 111 thousand tons are in safe places.
– Revival of sugar beet cultivation by planting 3,159 hectares in it, and as a result of bad weather conditions, an area of 1,288 hectares was damaged, and the amount of production exceeded 57,000 tons.
The area cultivated with yellow corn is 55,000 hectares, and its production is about 500,000 tons.
Cultivation of 6,594 hectares with tobacco, with a production volume of 9,597 tons.
The amount of cotton production amounted to 26,186 tons, of which 8,912 tons were marketed.
Production of 3 million and 820 thousand fruitful seedlings, including 32 species.
Starting the rehabilitation of the palm tree center in Al-Bukamal, which has an area of about 1,000 dunums, reviving the Palmyra oasis, and offering an area of 9,000 dunums for investment in this cultivation.
Supporting citrus production and marketing locally and abroad:
Approval of export support for citrus by bearing 25 percent of the cost of land and sea freight at the peak of production, reducing allowances for exported agricultural products by 75 percent, setting the indicative price for exporting a refrigerator or a container of citrus at $2,000, and securing the necessary mechanisms for season shipment.
Launching a program to support citrus growers wishing to renovate their (aging) and non-productive orchards by providing the seedlings for free.
In the field of land reclamation:
Reclamation of about 1,476 hectares and construction of service roads and roads between forests with a length of about 20 km and fire lines with a length of about 766 km, in addition to the restoration of about 290 km of forest sites.
Protected crops and damage compensation:
The total number of greenhouses reached 168,247, of which 166,909 were invested.
The launch of the compulsory insurance project on crops, and the number of insured homes so far has reached 8,604.
– The Natural Disaster and Drought Mitigation Fund compensated farmers affected by natural disasters with 6 billion and 400 million pounds, benefiting 19,110 farmers and livestock breeders.
Farmers affected by the storms that hit Lattakia governorate were compensated with about 2 billion and 200 million Syrian pounds, and the third installment of the 2020 compensation amounts for fires was paid and delivered to those who deserve it.
The value of the support provided by the Agricultural Production Support Fund amounted to 22 billion Syrian pounds, in addition to supporting yellow corn farmers with an amount of 200 thousand pounds for each ton delivered to the General Establishment for Fodder and supporting citrus farmers wishing to rebuild their aging orchards by providing new citrus seedlings for free.
Supporting farmers and livestock breeders with production requirements:
Distributing about 46,000 tons of sifted and sterilized wheat seeds.
Allowing the import of used or new stored tractors whose year of manufacture does not exceed 10 years instead of 5 years to meet the shortage in the number of agricultural machinery.
Fund for the National Project for the Transformation of Modern Irrigation:
The production plan reached 2,205 hectares with a budget of 22 billion. The number of beneficiaries from grant decisions reached 314, and the number of implemented networks reached 268 with an area of 572 dunums. Southern Aleppo was included in the fund’s work plan with an area of 3,000 hectares.
The number of operating forest nurseries reached 30. During the afforestation campaigns carried out by the Ministry, 123,690 various forest plants were planted, about one million and 36 thousand forest plants were distributed free of charge, and 2 million forest plants were produced.
Rehabilitation of a slaughterhouse in Homs, at a value of 500 million Syrian pounds, and 10 pens in a number of governorates, at a value of more than 350 million pounds, and the production of about 125 million table eggs, 300 tons of broiler meat, and 1,400,000 breeding chicks, with a marketing value exceeding 70 billion Syrian pounds.
The General Organization of Al-Mubaqer:
– Production of about 6,000 tons of milk and 169 tons of meat, production of newborns 692 head, rehabilitation of Deir Ezzor cowshed and putting it into service.
General Establishment for Feed:
Opening 3 fodder cycles for poultry, 2 for sheep and goats, 4 for cows, 2 for camels and 2 for fish, and a standardized monthly distribution throughout the year for buffaloes and horses.
Securing financing for the import of 40,000 tons of fodder yellow corn at a value of 67,600 billion pounds and 21,000 tons of soybean meal at a value of 52,500 billion pounds, which enabled the factories of the General Establishment for Feed to produce 36,000 tons of ready-made feed and supply 40,000 tons of fodder barley at a value of 67 billion. And 600 million pounds.
– The amount of fodder sold amounted to 387,000 tons, at a value of 484 billion pounds, and manufactured fodder was 58,000 tons.
General Organization for Seed Multiplication:
- Receipt of more than 64 thousand tons of wheat seed of various varieties, 743 tons of barley seed, 3379 tons of agricultural grain cotton, the amount of imported potato seed reached 2000 tons, the amount of potato seed produced by the national potato project (spring season) 1050 tons, and the autumn season 372 tons.
General Authority for Scientific Agricultural Research:
– Launching the technology of rapid breeding of crops, as the first generation of durum wheat was obtained from grain to grain in a time of 66 days.
Completing the preparation of the laboratory for the analysis of pesticides and the remaining effect, launching work in the modern irrigation laboratory, establishing a laboratory for analyzing olive oil, opening 3 research stations, and isolating and equipping 11 wells in the stations and research centers.
Public Authority for Fish Resources and Aquarium:
The total amount of fish production exceeded 10,000 tons, the production of more than 5 million fingerlings, and dam farming increased by 128 percent. The number of family farms reached 1,341, and 7 approvals were granted for beach fish farms and floating cages.
The General Authority for the Management, Protection and Development of the Badia:
Rehabilitation of pastoral nurseries, bringing the number of operating nurseries to 5, and the number of seedlings produced to 1,150,000, in addition to planting 390,000 pastoral seedlings in pastoral reserves, planting 40,000 pastoral seedlings in dune stabilization reserves, and planting 59,600 pastoral seedlings to rehabilitate mothers’ fields in Homs governorates. Hama and Deir Ezzor.
Rehabilitation of 10 wells in the desert of Homs, As-Suwayda, Hama, Raqqa and the liberated countryside of Idlib, and the vaccination of 178,775 sheep and goats through the mobile veterinary unit in the desert of Aleppo and Hama.
Producing 17 million doses of vaccines for ruminants and 40 million doses of poultry vaccine, implementing 15 million and 500 thousand preventive vaccinations and immunizations free of charge, providing 266 thousand clinical treatments and importing 4 million and 350 thousand doses of foot and mouth disease and brucellosis vaccine.
About 1,800 loans worth 1 billion and 240 million Syrian pounds were granted to livestock breeders.

Preparing the technical description for the cadres of the extension units.
Implementation of 25 field schools, 16 extension fields, 1746 extension seminars and 1398 practical demonstrations.
