Shaked moves into real estate: why is there no cooling-off period for politicians? - Voila! Money

2023-01-23T11:50:05.951Z

Yesterday it became known that Ayelet Shaked joined Kardan Real Estate as someone who is destined to head the board of directors. There is no violation of the law here, but shouldn't it be better for politicians to have a cooling off period as well?

When the door of politics slammed on Ayelet Shaked's fingers, the door to the office of the chairman of the board of directors of the construction giant "Carden Real Estate" opened for her, along with a pampering salary.

Only less than two months ago, Shaked was sitting in the chair of the Minister of the Interior of the State of Israel, and hopefully, she already holds a senior position in a corporation that is affected by regulation, legislation and governmental supervision, for which she herself was responsible.

All this without a cooling off period, nothing.

Holders of senior positions in the public service are required by law to have a cooling-off period, usually at least one year, for fear of conflict of interest and the use of information and contacts they have gained during their duties.

Take Aviv Kochavi for example: when it seemed that the outgoing Chief of Staff might desire a future political career and become a political opponent, some concerned politicians rushed to announce that one cooling-off year is not enough, and that he should go on a ten-year cooling-off, to suffocate any spark of popularity he gained during his term years as rabbi

But what applies to the Chiefs of Staff, or other public service positions, does not apply to politicians. Everything is allowed to them. How is it possible that an elected official, certainly a minister who set policy and made decisions that are worth a lot of money to powerful people in the business sector, can make this transition without blinking , and within days of the moment he left the government? This is inappropriate and unlikely, Ayelet Shaked is just an example of how this transition can be particularly problematic.

The lack of a cooling-off period for politicians has made the transition to the business world or to the leadership of government companies a kind of rewarding default, which From media criticism here and there, passes smoothly, until it goes wrong or is too successful.

Amir Peretz, the former Minister of Defense, serves as the Chairman of the Aviation Industry, Yuval Steinitz, the former Minister of Energy, was appointed Chairman of Rafael and the retired Minister of Internal Security, Yitzhak Aharonovitch, is the Chairman of Mekorot. The former Minister of Industry and Trade, Danny Neve, was The chairman of Clal Insurance and today the president of the bonds, the former prime minister, Ehud Barak, serves as the chairman of "Intecure" and "Shahal" and during his business chapter accumulated capital, and the minister of finance Moshe Kahlon, was the chairman of the board of directors of "Yount Credit" who got involved in the case that is now being investigated, on suspicion of irregularities (not necessarily Kahlon's).

It should be noted that all the members on this distinguished list were appointed to their positions by law, as for some of them, it can be assumed that what guided those who appointed them was solely their management skills.

The most famous case of a revolving door, and what became the basis for the movie "The Rattle Method" (Mickey Rosenthal) which discusses the relationship between capital and government, was the appointment of the former accountant general, Nir Gilad, as Deputy CEO of the Israel Company, after the signing of a concession agreement by the state with the brothers Ofer, which he himself was behind - and in which they received a consideration of 568 million shekels for the sale of shares in Zan to the state.

Even in the case of Shakad, the conflict of interest is laid before us.

In addition to being responsible for the planning institutions, a valuable position in the eyes of those who need them to promote projects, one of the most prominent initiatives during her tenure was the "Shaked Alternative", a new toolbox for urban renewal, which will continue the "TAMA 38 Plan", which was supposed to be passed from

the world.

, which was approved by the Knesset in the third reading, encourages the demolition and construction of individual buildings rather than thickening and additions to existing buildings, without height restrictions and positively allocating areas for public needs and means - an opportunity for companies like "Karden Real Estate" to make a lot of money.

In one of her retirement interviews, the outgoing Minister of the Interior said, "How lucky that I didn't stop TMA 38." We can assume that Shaked really believed in her plan with all her heart and that she had no ulterior motives. Still, why would a public real estate company choose "An active Rit, someone who has never left a stone unturned?

It is enough to take a look at the company's website to understand the motivation, at least theoretically, for the appointment: Kardan is involved in dozens of urban renewal projects in the city of Raz, Tirat Carmel, Haifa, Hadera, Herzliya, Rashlatz, Holon, Bat Yam, Jerusalem, Netanya and Yehud - and more The hand is tilted.

Again, there is nothing in the said words to impugn Shaked's integrity, but - even for the sake of appearance, nothing would all the parties involved feel more comfortable if there was a cooling-off period for politicians as well, especially for those holding senior positions, who enjoy generous retirement conditions (so that nothing happens if they spend a little time on vacation)?

Public hygiene would surely have gone out for hire.

To Shaked Yamer's credit, she did not hide her intention to go to the private market and the business world, on the contrary.

In an interview with Yehuda Sharoni in Ma'ariv she announced, "I have already received several offers from listed companies as well and I am considering them. I do not have a cooling off period, so I will soon join the business activities. A few years in the private sector outside the political system can only be helpful."

There is no doubt that in everything that concerns her future political career - and probably also in what concerns her bank account, Shaked is completely right.

She will benefit, but if a cooling-off period is not introduced for politicians like her, the public will continue to lose.
