The Shas hijacker: On Monday, at the request of Shas faction chairman MK Yinon Azoulay, the Finance Committee will convene for a special discussion in which it will approve the addition of four localities to those entitled to special compensation by property tax and the compensation fund, which allows residents of these communities to receive increased compensation for the affected areas.

The communities in question that received an upgrade are Or Haganuz, Bar Yochai, Meron and Safsufa, four religious communities that are more than 9 kilometers from the fence, while there are other communities closer than them that are not included in the plan. Safsufa is also known as the place where the Deri family owns a large vacation home.

This means that the residents of these communities, whom Shas desires, will receive expanded compensation as if they were fence communities that suffered the most damage.

The explanatory notes state that "the determination of the special zone in the temporary order was made in accordance with the relevant guidelines of the security bodies, and according to the position of the security officials regarding the exceptional circumstances that affected damage to the fabric of life and activity in those communities due to the security situation, all in favor of the determining period.

"At the request of the Knesset Finance Committee at a meeting held on November 15, 2023, the Ministry of Finance, in cooperation with the relevant security officials, carried out an additional examination of localities in northern Israel due to the circumstances that existed in them due to the security situation, similar to other localities that were placed in the special zone.

"In the aforementioned examination, it was found that in accordance with updated data provided by the professional security officials and their recommendation, in the communities of Or Ganuz, Bar Yochai, Meron and Safsufa, during the determining period, there was a violation of freedom of movement and civilian activity, including due to the deployment of active artillery batteries near the communities and the blocking of main routes leading to them. Therefore, it is proposed to add the aforementioned localities to the fourth addendum, so that increased compensation will be given for the damages caused in them during the determinant period, similar to the other localities in the fourth addendum."

Another decision to be raised by the Finance Committee stipulates an extension of the compensation outline for employers who pay wages to employees who were evicted from their homes due to the security situation, until the end of the eviction period according to the government decision that applies to the locality in which the employee lives, or until December 31, 2023, whichever is earlier.

According to the temporary order, employers throughout the country who paid wages to an employee living in a locality who was evacuated in accordance with the government's decision, and who was absent from work due to the security situation, are entitled to choose compensation according to the "wage track". This track compensates the employer for the damage caused to him as a result of the payment of such wages, with compensation in the amount of NIS 520 for each working day paid by the employer for the employee's absence due to the security situation. In addition, a self-employed person who lives in a locality that was evacuated (even if the business is not in such a locality) and is absent from work due to the security situation, and whose turnover has been damaged due to this absence, is also entitled to compensation of NIS 520 per day for each day of absence."
