Côtes-d'Armor: building permits blocked in 18 municipalities due to dilapidated water networks

The Côtes-d'Armor prefecture is asking Guingamp Paimpol Agglomeration to block building permits in 18 municipalities!

The State thus punishes delays in upgrading old sewerage networks and treatment plants.

Not without reason, because they lead to regular discharges of untreated water directly into the environment.

According to the Eaux et Rivières de Bretagne association, two-thirds of wastewater treatment plants are non-standard.

"This deplorable situation would not be accepted for any other industrial, craft or agricultural activity," she remarks.

Too severe, depending on the city

Surprised by this severity, the president of the agglomeration, Vincent Le Meaux, wrote to the prefecture a few days ago asking the state to relax its position.

“You cannot strangle a territory like Guigamp Paimpol overnight.

It is not possible ”, he was annoyed during the last council of agglomeration.

The pill is all the more difficult to pass because the community has rightly decided to make significant investments to restore the quality of the water.

A third of the 2021 budget will be devoted to the environmental issue.

If Eaux et Rivières de Bretagne is pleased, it notes however that “these efforts will only produce effects in several months, or even years, for the largest communities.

In this context, it is important not to aggravate faulty situations and the resulting pollution by adding wastewater to already saturated equipment ”.

For her, the position of the State, which applies the regulations, is therefore completely justified.
