Deconfinement: curfew at 8 p.m., Christmas saved, New Year sacrificed, cultural places closed ... What Castex announced

2020-12-11T07:02:00.527Z

Faced with the recent deterioration of epidemic indicators, the Prime Minister has once again sounded the alarm on the circulation of Covid-19. He invited the French to remain vigilant during the end of the year celebrations to hope to defeat the virus.

The virus does not take a vacation.

One week away from the gradual deconfinement planned for December 15, and with the approach of the end of year holidays, the executive is worried about the recent deterioration of epidemic indicators.

Faced with the resumption of contaminations, which every day approach a little more than 15,000 cases, Jean Castex, Olivier Véran and Gérald Darmanin were forced to recognize that the improvement in the health situation had "

marked time

".

"

The game is far from won

", they lamented, considering that "

from the plateau to the peak, things can sometimes go very quickly

".

In an attempt to contain the progression of Covid-19 on the territory, the head of government and the ministers of Health and the Interior have therefore decided to "

negotiate the next few weeks with great vigilance

".

They enacted "

stricter rules

" at a press conference this late Thursday afternoon.

● The

target of 5,000 new cases will not be reached on December 15

"

We are not yet out of the second wave,

" said the Minister of Health, saying that the target of 5,000 new cases per day, set by Emmanuel Macron, will not be reached on December 15.

"

If we do not change anything

", the "

risk

" is therefore "

that the second wave starts again in the coming weeks, that the serious cases start to increase again

", warns the minister.

● Curfew from 8 p.m. to 6 a.m. from December 15

The measure has been "

hardened

".

As of December 15, a curfew will be introduced from 8 p.m. to 6 a.m., and not from 9 p.m. to 7 a.m., as was initially envisaged.

This night confinement will be "

strictly controlled

", and the practice of sport will not be authorized.

Any offender will be liable to a fine of 135 euros, and it will be necessary to bring a certificate justifying one of the following exemptions:

- professional reasons

- compelling family reasons

- missions of general interest

- medical reasons

- disabled person and accompanying person

- need for pets

● Interregional trips authorized on December 15, no more certificate during the day

The end of the 20 kilometer limit.

Travel will again be authorized "

everywhere in France

" from December 15, announced Jean Castex.

The French will therefore be able to travel from one region to another without a certificate during the day, before the curfew.

● Exception to the curfew on December 24, for Christmas Eve

Christmas “

occupies a special place in our lives and in our traditions

”.

This is why the executive decided to maintain the curfew exception provided for on the evening of December 24.

On condition, however, to respect the "

recommendation

" which consists in not bringing together "

more than 6 adults at a time

".

● You will have to stay at home on December 31, for the New Year

Of course, it is a “

traditionally festive moment

”.

But it “

concentrates all the ingredients for an epidemic rebound

”.

This is why the New Year will not ultimately benefit from an exception to the curfew, contrary to what was initially envisaged.

It will therefore be necessary to stay at home for New Year's Eve, on the evening of December 31.

● Museums, theaters and cinemas closed until January 7 at best

A little more patience for cultural establishments.

Their reopening, scheduled for December 15, will ultimately not take place before January 7 at best.

Cinemas;

theaters;

museums;

circuses;

sports arenas - like stadiums -;

casinos;

game rooms;

and zoos will have to keep the curtain down "

three more weeks

", announced the Prime Minister.

Their case will be re-examined in early January by the executive, which will make its decision depending on the evolution of the epidemic.

● Cafes, bars, restaurants and sports halls remain hopeful of opening on January 20

Despite the additional delay imposed on establishments welcoming the public which were to reopen on December 15, the reopening horizon for cafes, bars, restaurants and sports halls remains for the moment fixed at "

January 20,

" said Jean Castex.

● Continued economic support for closed establishments

Establishments that must remain closed will be able to count on state aid.

"

We will maintain (...) all our economic support systems, both general and specific to cultural establishments

", until they reopen, declared Jean Castex.

● No new gauge in places of worship

In places of worship, the rules “

will not be revised upwards,

” said Jean Castex.

Two seats must be left free between each person or family entity, and only every other row can be occupied.
