The year 2020 will end with

a new presentation of the City

of Buenos Aires before the

Supreme Court of Justice

to seek to reverse the effects of the

withdrawal of

national

funds

for the Federal Capital that Alberto Fernández and Cristina Kirchner implemented.

The appeal will be presented this week because, despite the fact that the law was approved in the Senate on December 10, the Executive Branch

never promulgated it

.

That promulgation

will in fact occur

this Monday, because according to article 80 of the Constitution, all the projects approved by the two houses of Congress that are not promulgated by the Executive, will be promulgated automatically ten business days after their approval.

Anyway, Horacio Rodríguez Larreta already knows that he will have to wait - at least - several weeks for the decision of the judges.

"We already know that

nothing will happen until February

," confesses a Buenos Aires official who follows the presentation minute by minute.

The Court is

not eagerly awaiting

the possibility of intervening in this case.

"They have to agree. We are not here to resolve the problems between the ruling party and the opposition,"

one of the court's judges

told

Clarín

last week.

That definition is repeated among other members of the Court.

According to an advisor to another of the judges, "the role of politics is not going to be fulfilled."

The decision of the magistrates to

lower the political profile

to the minimum possible was consolidated when on December 9 Cristina Kirchner published

a letter attacking all the members of the Court

.

In that text, in addition to fertilizing the ground to strengthen her position in the event that the court ratifies a conviction against her, the vice president sought to strengthen the argument muscle against Alberto Fernández.

In September, at the Quinta de Olivos, Alberto Fernández announced a first cut in funds to the City to assist the Buenos Aires Kicillof.

“Nor should we be surprised if this Court, which happily consented to the largest indebtedness in memory on a planetary scale with the IMF, begins to dictate rulings of a net economic cut to condition or extort money from this government.

Or what is even worse: to make him fail ”, wrote the president of the Senate almost at the end of that letter.

With the first judicial decision that the President does not like

, Cristina's “I told you”

will float in the sky like the white lines left by airplanes.

Was the vice president referring to the performance of the judges if the new formula for the pension increase is approved in Congress or the fight for funds against Rodríguez Larreta?

For now, in the City

they are already resigned to the bleeding of funds

that began in September, when Máximo Kirchner made the idea he defended since March come true: defund the Buenos Aires police to transfer funds to the province of Buenos Aires .

The decision - just like the change in the pension update formula and the resistance to Martín Guzmán's plan to increase the rates of public services -

is explained by the electoral year

.

Judges of the Supreme Court arriving at the courthouse at the end of September to discuss the removal of judges Juan Carlos Maqueda, Ricardo Lorenzetti, Carlos Rosenkrantz and Horacio Rosatti.

That cut that Decree 735/2020 implied reached 1.18 percent of the co-participation it receives from the National State.

Since that September 10, the City receives, on average,

150 million pesos less per day

from the Nation.

The law that takes effect on Monday cuts those funds even further.

The Buenos Aires head of government does not expect his relationship with the President to

return to the fluidity

it had at the beginning of the quarantine, when the two spoke several times a week.

City officials know - because that is how their interlocutors in the Casa Rosada told them - that

any definition of the relationship

between the two states has to be

approved by the Kirchners

.

The phrase "wait, I have to check this with Máximo" is beginning to be repeated more and more often among the responses of national ministers in front of their peers in the City when they receive questions or requests to unblock a knot in the management.

Close to Rodríguez Larreta they see in great detail the growth of that influence, and even some of their officials admit the power of Cristina's speeches, when the vice president says things that "

the rest of politics are not encouraged to say,

" according to explains a Buenos Aires official with an example.

“When Cristina and Máximo said that there must be fewer hospitals in the City, they are right.

There are too many hospitals here.

The City has 14 general acute hospitals and London, for example, has 5. No liberal is encouraged to say that, but Cristina does.

Hospitals have to be built in other places, and that they work as the ones here work ”, argues the Larretista minister, who is preparing for the war to

accumulate new battles

.
