In the past, Hong Kong mostly experienced group outbreaks in occupational places, activities or individual buildings. However, this is the first time that there have been outbreaks in individual communities. The outbreak of more than 100 people, coupled with the fact that 90% of sewage tests were positive, are considered "conclusive evidence."
He also pointed out that when performing compulsory testing, the foot should be banned before the test results are available, otherwise the virus will have a chance to spread across regions.
He said that if the test can be completed quickly, there is no need to lock down for two days. It is estimated that the government has not made relevant mobilization arrangements in the past, so it may not be confident to complete it in a short time.
Implementation effect may be better in mid-January
However, He Boliang believes that the time is too late, and if it can be implemented as early as mid-January, the effect may be better.
He said that patients in the infectious period can still go to work and go out, and it is estimated that hundreds to thousands of people will be evacuated to spread the virus.

He said that the information on the Sanwu Building is limited, and it is difficult for the government to know the residents among them, or to know whether the residents have been tested.
He also pointed out that there are many sub-districts in the Sanwu Building, which is not only densely populated, but also the pipes or sanitary environment may be inadequate. Even if the residents of the relevant building have undergone compulsory testing, if some people evacuate before the action, they will be released. If they return to the site again, if they are infected, a new chain of transmission will appear in the district, "the virus can return to the community again."
He believes that the government should review how to strengthen the regulation of three-no buildings. When there are more cases, the time for detecting the virus can be shortened, and the authorities need to carry out prosecution work to improve the environment.
