Over the past year, the Ministry of Finance has begun to formulate a new package of laws designed to replace the Arrangements Act.
Incentives have been included in this package for the various municipalities, in order for them to promote evacuation-construction projects, when they will have to commit to approving plans to build 4,000 apartments in urban renewal within 5 years, while distributing at least 800 apartments a year.
One of the compensation that the municipalities will receive from the authority will be in the form of a financial incentive of around NIS 30,000, for each new housing unit that is built.
So that these funds will help in the establishment of supportive infrastructure in these residential areas: access roads, roads, sewers, educational institutions, etc.
Another person who is pushing and encouraging the issue of evacuation-construction in the area itself is Rotem Tapiro, the owner of the "Beit HaDier" company.
It has already accompanied dozens of projects of "evacuation-construction" complexes throughout the country, and Tapiro's ambition is to encourage more projects of this type in the peripheries in the south and north of the country as well.
On the new incentive package, Tapiro said: "I am pleased to see how common sense is starting to work. On the one hand the various municipalities have rightly demanded that construction clearance projects not be built on a patchwork basis but with orderly thinking on how to upgrade and nurture an entire area. Only a single building. The government is doing well and I hope that this step will succeed, when it diverts resources from the incentive package, so that each municipality will have a share of money that can be used in regional development, around a construction clearance project. This will be great news for municipalities in the country. And for me, it is about Zionism for everything, to develop the periphery. "
One of the most prominent complexes in the periphery currently being promoted by the Tenant House Company is an evacuation construction deal in the town of Shlomi.
"I was privileged to touch the periphery as well. I think it is a great privilege to help people move forward and change their lives and not just in the big cities. There is no reason that all this kind of real estate activity should belong only to the big and powerful cities in central Israel."
