Will the Palaiseau international high school create inequalities?

2021-03-08T11:07:31.457Z

Teachers from neighboring high schools are worried that the future establishment, the first of its kind in Essonne, will only be accessible to students

It is still under construction.

At the start of the next school year, the international lycée de Palaiseau will welcome its first classes.

Students currently in 3 rd living in the north-west of Essonne may ask to be assigned there when they have to make their wishes in the spring.

While many are delighted with the arrival of this establishment on the Saclay plateau, in the heart of the École Polytechnique district, some are worried about its consequences.

A rally was held Saturday in Palaiseau at the call of the SNES (national union of secondary teachers).

To attract businesses, Ile-de-France is expanding its international education offer

Teachers from the Camille-Claudel high school in Palaiseau, located 4 km from the future international high school, took part and will be received on March 22 by the academic management.

Their fears started at the end of January, when the provisional school map for the future establishment was being drawn up, which will eventually have 1,400 students.

Six second year classes will open at the start of the school year

For the start of the 2021-2022 school year, six second-grade classes will open (there will be twelve possible in the long term).

In 2022, the first and final levels will follow as well as the training offer in the international section, which aims in particular to welcome the children of researchers, teachers and foreign employees who work or will come to work on the Saclay plateau.

November workshop.

"Only students living in the most privileged municipalities of the basin will be able to apply for this international high school, deplore two teachers teaching Camille Claudel.

Students living in much less privileged towns like Massy or Les Ulis will not have access to it, even if they are geographically closer.

The latter will remain affected in their sector high schools and will only rub shoulders with their more advantaged comrades only marginally since many of them will continue in the international high school.

In our eyes, this socio-spatial segregation can only worsen an inter-self which seriously undermines the republican pact.

"

The rectorate of Versailles indicates that the opening of this international high school responds to two challenges: "to develop an international training offer, currently not present in the department", and "to strengthen the reception capacities for the general and technological path. in the Massy education basin, given the expected increases in enrollment in this part of the department.

"

Provisional sectorization

For recruitment in general and technological second, the rectorate recalls that it is done through an assignment based on sectorization (admission to the international section will, on the other hand, come under a non-sectorized application and selection process).

"In the transitional context of the opening and the gradual increase in charge of the school, a provisional sector called to be reassessed each year is created, continues the rectorate.

It is not a specific sector but a mixed sector: the pupils of the municipalities concerned keep the usual high school (s) as their sector high school (s) and are added as a 2 nd or 3 rd possibility. assignment to the new high school in Palaiseau.

"

For this first year of opening, here are the cities concerned: “Bièvres, Bures-sur-Yvette, Gif-sur-Yvette, Igny, Palaiseau, Saclay, Saint-Aubin, Vauhallan, Verrières-le-Buisson and Villiers-le -Bâcle, municipalities north-west of Palaiseau which for the most part do not have a high school on their territory, ”lists the rectorate.

"A very favored geography"

"Which outlines a very favored geography," Camille Claudel's professors insist.

Students from Verrières will therefore be able to access the international high school even though they live further away than those from Les Ulis.

Perhaps things will change in the following years.

"This principle of a mixed and evolving sector, which can be extended from one year to the next, aims to create a sufficient flow of students to supply the new high school and to smooth the impact of the opening of the new high school. on the surrounding high schools, avoiding that one of them suffers a loss of staff too important, explains the rectorate.

It also aims to preserve a qualitative balance of flows, in terms of school profile or school sociology.

In the event of excess requests in relation to the reception capacity, the tie-breaker is based on the marks, the fact of being a scholarship holder… ”

Mayor LR of Palaiseau wants "balanced high schools everywhere"

Grégoire de Lasteyrie, mayor (LR) of Palaiseau and president of Paris-Saclay received a delegation of teachers from the Camille-Claudel high school before the February holidays.

“We want balanced schools everywhere,” he says.

I will not accept, and I have said this to the academic director on several occasions, that all the very good students end up in the international high school.

"

With only 800 students, Camille-Claudel high school also fears living in the shadow of the international high school.

“For the start of the 2021 school year, we are losing two classes, which should lead to a reduction of around 70 hours in our overall hourly budget.

However, the academic services have decided to cut our global hourly endowment (DHG) by more than 100 hours.

We are outraged by the extra 30 hours cut because they have the direct consequence of putting an end to duplication in disciplines such as languages or moral and civic education.

Will our high school become an annex of the international high school?

In recent years, we have lost our German European section, our STMG sector (

Editor's note: management and management sciences and technologies

) ... We have a real specificity, an establishment on a human scale, with a great diversity.

But that risks being undermined.

"

Pécresse wants to "set up a complementarity"

The rectorate of Versailles assures us that this decrease in endowments has nothing to do with the international high school: “It is linked to the decrease in staff in terminal and in second at this establishment.

The training offer remains the same and is not impacted by the opening of this new high school.

The two high schools remain complementary to each other.

"

For Valérie Pécresse, president (Libres) of the Ile-de-France regional council, “there is no question of undressing Pierre in order to dress Paul”.

“With the Val-de-Marne, Essonne was the only department without an international high school, while there is a very strong demand, she believes.

It will be necessary to decide which languages will be studied at the international high school of Palaiseau and in the neighboring high schools.

Complementarity must be put in place.

The international school could offer rare languages, or the reverse.

Educational consultation is needed to reassure and increase the multilingual offer in all high schools.

"

Soon nine international high schools in Ile-de-France

One year after the opening of the Palaiseau international high school, the region is due to inaugurate the Vincennes (Val-de-Marne) high school at the start of the 2022 school year, which will be a Franco-British high school.

These establishments will complete the seven other international high schools in Ile-de-France.

"These existing establishments offer, in 2019, a total of 50 international sections, or 10,000 places," indicates the region.

We want to double this supply by reaching 20,000 places in 90 new sections by 2022. "

According to the Ministry of Foreign Affairs, the international sections of the lycée “welcome between 25 and 50% of foreign students and create a framework conducive to the learning by French students of a foreign language at a high level.
