The municipality of Rottach-Egern is in good financial shape and can afford to invest in affordable housing. But the situation could be different as early as 2023.
Rottach-Egern - The tax revenue is more than satisfactory, the financial cushion is considerable: The Rottach town council has no money worries. At his most recent meeting, he unanimously approved a budget of EUR 26.3 million in 2020. The budget allows a vigorous investment in affordable housing. 2.7 million euros are to flow into the construction of two new buildings in Ellmösl, and a total of 400,000 euros is available for the renovation of Ellmösl 23. As reported, the municipality wants to create a total of 25 apartments for citizens on a budget.
"We can be satisfied with how the community is doing," said Mayor Christian Köck (CSU). Before the municipal council passed the budget, the finance committee had worked intensively on the figures drawn up by treasurer Martin Butz.
The administrative budget is 20.5 million euros and has grown by 1.1 million euros compared to the previous year. The addition to the asset budget amounts to 905,400 euros. Overall, the asset budget closes at 5.7 million euros. The reserves totaled 7.7 million euros at the end of 2019. The debt level will be two million euros at the end of 2020. Per capita that means - including the proportionate debts to the school association - a minus of 669 euros. Rottach is below the national average of 736 euros.
The taxpayer makes it possible
The main source of income for the municipality is tax. Kämmerer Butz is expecting a good 12.4 million euros this year. "This is due to the still good economic situation," said Butz in the budget report. The share of the income tax brings in 4.2 million euros, the trade tax 4 million euros. 1.8 million euros are going to put property taxes A and B in the till, and around one million euros will go into the municipal bag thanks to the second home tax. Added to this are the sales tax with an increased share of the country (790,000 euros), the real estate transfer tax (600,000 euros) and the dog tax (33,000 euros). Thanks to the rich tax flow, the municipality can invest in housing and maintain the infrastructure without having to take out a loan in 2020. "It all looks pretty good," summed up Butz. However, forecasts of the development of revenue up to 2023 resembled a glance into the crystal ball. However, the reserves are expected to be used up by the end of 2023.
A new vehicle for the fire department
As in the past, the municipality will continue to use the funds entrusted to it responsibly, Mayor Köck affirmed. In addition to housing construction, the current budget includes numerous major investments. 420,000 euros have been earmarked for the purchase of a TLF 4000 fire engine, and 260,000 euros for the remaining financing of the fire service extension. The planning costs for the town hall renovation and the kindergarten construction are estimated at 100,000 euros and 25,000 euros. Also planned are the purchase of a truck for the construction yard (280,000 euros), the renewal of the floodlight system at the sports field (90,000 euros), the opening of the fairground at the carriage museum (50,000 euros), sidewalks on Kißlinger and Ludwig-Thoma-Straße (30,000 euros) and the equipment of the community library after the move (13,500 euros). A residual amount of EUR 242,000 is due for the flood protection on the Rottach.
