He also expressed his view that it is not possible to skip the Knesset's deliberation phase and submit a request for direct immunity for a plenary hearing. It is therefore a quasi-judicial process that cannot be skipped in the essential stages of the law, "Yinon said, and even when a request for immunity is submitted, it does not require the Knesset to establish a Knesset committee to discuss it before the other permanent committees are established.

"In any event, it is undisputed that upon the establishment of the Knesset Committee, it will be mandatory to discuss without delay requests for immunity to be submitted to or placed on its desk, in light of the Immunity Law's provision, as stated, the Committee shall discuss such requests as soon as possible," Yanon added, concluding that If the Knesset committee is established, the indictment will not be available to the court.
