The EU denies the Palestinians' claims of adopting new procedures to prevent the arrival of European funding for terrorist organizations. This is in response to news published in Israel Today on the organization of a Palestinian political and public campaign for "conditional refusal" on the part of Europeans. Senior PLO officials and representatives of dozens of Palestinian organizations - including BDS, have in the past three weeks approached EU leaders and representatives demanding the cancellation of funding conditions, claiming that this is not terrorism but the "Palestinian right to fight the occupation".

The European Union reports: "The claims that the EU imposed new conditions on financial support for the civil society have no basic foundation. The EU is a major supporter of civil society organizations throughout the world. Civil society empowerment is a crucial component of any democratic system and is an asset in itself. EU financial support for civil society organizations is provided in accordance with EU financial procedures, which require all EU funding recipients to guarantee that these funds will not be made - directly or indirectly - to entities, individuals or groups included in the European terror list. This list is valid from 2001 and is regularly updated. There are no new requirements and, specifically, not for the Palestinian organizations. The procedures are valid for all European funding recipients. The European Union was and remains one of the largest contributors to the Palestinian cause. "

It should be noted that the EU Foreign Ministers Council reaffirmed its European terror list on Monday, which includes seven Palestinian organizations, including: Al-Aqsa Brigades (Fatah's military wing), Izz al-Din Al-Qassam Brigades (the military wing of Hamas), the Palestinian Islamic Jihad, and the Popular Front for the Liberation of Palestine, whose major terrorist organization was recently exposed by the ISA.

Israel Today reported that the European Union had for the first time made a significant change to the financing of Palestinian bodies, whereby any cooperation with terrorist organizations would result in a unilateral cessation of EU funding. The section was followed by a fierce report prepared a year ago by the EU's external audit body, which stated that there was insufficient transparency around transferring funds to Palestinian organizations, especially when some projects involved secondary partners - beyond the body that received the funds directly. According to the new provision in EU funding contracts, even if secondary or active parties involved in training workshops are linked to terrorist organizations, European financial support will be immediately terminated.

NGO Monitor, which monitors the links between Palestinian civil society and terrorist organizations, said: "While the Union Terrorist List was published as early as 2001, the addition of the section to financing contracts represents a welcome new development.
