Maurice Berger: "This hidden reform risks worsening juvenile delinquency"

GALLERY - A reform of the juvenile criminal justice has been carried out by ordinance and is submitted to Parliament for ratification. According to the child psychiatrist, the measures developed by the executive will encourage a weak and failing criminal response.


Maurice Berger specializes in the care of violent children and adolescents. He worked for forty years in the hospital and then in a reinforced educational center (CER). He is also a teacher at the National School of Magistrates. In 2019, he published “Sur la violence gratuit en France” (Éditions L'Artilleur).

In 2018, every 44 seconds, an act of “gratuitous violence” was committed in France, that is to say violence that is not accompanied by theft. This figure is increasing every year. The share of minors among the perpetrators of this violence is significant: in 2017, involved in 9.5% of criminal cases, they were responsible for 29% of this gratuitous violence, which can go as far as death.
