The government has approved the establishment of two government subsidiaries under the Israel Ports Company for the provision of sea services. The companies will operate alongside the ports in Haifa and Ashdod port. It should be noted that in addition to the subsidiaries, three government companies operate in Israel: the Port of Haifa, the Ashdod Port Company and the Port of Eilat.

According to the government's decision, the Israel Ports Company will establish the two subsidiaries that will operate one in the Haifa area and the other in the Ashdod area for the management of all maritime traffic in the routine and emergency ports. This is another step in promoting ports reform in order to improve the level of service to Israel's foreign trade.

According to the decision, the government approved the establishment of two separate companies to manage the entire maritime transport system in ports in routine and emergency. The name of the subsidiaries - Naval Transport Company Ltd. and Naval Transport Ashdod Ltd. - will be managed under the Israel Ports Company, which will be the sole shareholder in each.

The role of the subsidiaries is to carry out all routine traffic operations in routine and emergency situations and to provide services in accordance with the area of Ashdod and Haifa port, as determined by the Minister of Transport, Bezalel Smutrich, with the consent of Finance Minister Moshe Kahlon, in writing of the certification and according to the RSPA (Shipping and Ports Authority). ).

Over the past year collective agreements have been signed between the sea ports company, the port companies and the Histadrut for the transfer of sea department workers from the port of Haifa and the port of Ashdod to the port of Israel. The transfer of the Marine Departments to Hani (Israel Ports Company) and the establishment of subsidiaries under the management of the Sea Departments are intended to ensure effective competition between the existing and new ports through an independent entity. Each of Hani's subsidiaries will operate in the relevant seaport for providing sea services, The factors operating in the same space.

According to the government's decision, the transfer of the activities, assets, liabilities and rights involved in the services of the sea department, which is currently provided by the sea department of the port of Haifa and Ashdod to the Israeli port, will be completed.

"There was really no competition"

Transport Minister Bezalel Smutrich: "From talking to deeds and promoting the competition. To date, the existing ports have had control over who, what and when entered the State of Israel through the port, and thus no real competition could be created."

Next year, a new phase of port development is expected to begin, with the start of the new terminals - Haifa Bay Port and the southern port of Ashdod, through private operators.

The operation of the terminals by the private operators, alongside the activities of the existing port companies, will enable the improvement of the level of service to the foreign trade of the State of Israel, both by increasing the supply of available docks and adapting them to a wider shipping basket reception, and by opening the port industry to competition.
