A "remunerated" under study to inform consumers about farmers' income

2021-06-23T08:31:14.486Z

Some deputies want to insert this new rating in the bill aimed at protecting the remuneration of farmers, known as Egalim 2.

After the nutriscore and the ecoscore, the project of a remunerascore is currently being studied by the National Assembly.

The idea of the majority deputies who present this proposal is simple: display a note that assesses the value of the product accruing to producers.

A proposal that would allow, for those who wear it, to give more transparency on the sharing of value between distributors and producers.

The remuneration of the latter remains low, pointed out again this week the Observatory of prices and margins of fresh food products in its 2021 edition.

The proposal is not new. The deputy Célia de Lavergne, at the origin of the idea, (LREM) had already pushed the remunerascore as part of an amendment to the Climate bill a few weeks ago. The Minister of Agriculture Julien Denormandie, answering a question from Célia de Lavergne during a hearing, had also declared himself "

very favorable

" to this rating. “

It's a good intuition. We must see how to write it legally and implement it knowing that the constitution of a price is very complex in the agrifood world.

 The minister had tempered.

Despite this good reception, the amendment of the deputy LREM had finally been withdrawn.

Not admitting defeat Celia de Lavergne returned to the charge on June 15 during the examination of the Egalim 2 bill presented by the deputy Grégory Besson-Moreau (LREM) which aims to "

protect the remuneration of farmers

".

An experiment over 5 years

The amendment to the Egalim 2 law that the deputy tabled on June 16 is better received: "

since the climate law, other political groups have taken up the measure

" explains to

Figaro

Célia de Lavergne, "

many food chains have also reminded the rapporteur that they were interested in this project,

”says the MEP. On the strength of this support, the amendment was finally adopted by the members of the Economic Commission.

In detail, the amendment proposes an experiment over five years with partner sectors.

"

The National Bovine Federation has volunteered

" confides Célia de Lavergne, who would like to conduct the experiment with very varied sectors "

we are thinking above all of fruit producers, we also have leads with France Olive and the almond sector

" .

Everything remains to be done to bring this project to fruition, which requires "

long work on the method

", specifies the member: "

we do not yet really know the form that the rating will take, perhaps a cost-price indicator, or a price. medium

”.

On the form, the deputy thinks "

based on what already works

", that is to say "

the Nutriscore

".

An admission of failure?

If in absolute terms, a display of this type is commendable, some people rather perceive in this project an admission of failure.

This rating is “yet

another score that places the responsibility on the consumer

”, angered a consumer association which judged that the issue of value sharing should have been dealt with upstream, in the Egalim law of 2018. Célia de Lavergne indeed recognizes that “

the tools of trade negotiations

” of the Egalim law could “have

gone further

”.

The member maintains, however, that this display is complementary, "

until then we had not given tools to the consumer

" she recalls.

Myriad of notes and labels

Be that as it may, the remunerascore, if it sees the light of day, will have to find its place among the myriad of ratings, labels and other certifications which have multiplied lately at the risk of betraying their raison d'être: to inform consumers. To name just one, the establishment of a “

toxiscore

” was recently mentioned by Minister Barbara Pompili. This simplified labeling on the degree of harmfulness of household products - both for the environment and for the occupants of the dwelling - should come into force from 2022.
