", declared the deputy of Val-de-Marne, before the Association of parliamentary journalists (AJP).

This proposed organic law "

relating to the modernization of public finance management

" is drawn up with the chairman of the finance committee, Eric Woerth (LR).

It could be tabled in early May in the National Assembly.

Very technical at first glance, its object and its goals are very "

political

", recognizes Mr. Saint-Martin, "

because behind it is the right way to achieve a path of consolidation of public finances

" marked by a chronic deficit further widened by the pandemic.

to establish the equivalent of a golden rule, to see if it should be made binding or not, with a rule of expenditure in billions of euros

more transparency in the (budgetary) trajectories and therefore more multiannuality

The finance bill, voted each autumn for the following year alone, could thus specify the expected trajectory for the following years.

On Wednesday, the Minister of the Economy Bruno Le Maire said he was in favor of a "

constitutional rule

" on spending, going so far as to suggest "

a vote at the start of the five-year period of all the spending that the we will be hiring for five years

”.

A report submitted in March by the committee of experts chaired by Jean Arthuis also recommended the establishment of a multiannual expenditure standard, at the start of the legislature.

Saint-Martin and Woerth also want to inscribe in the marble of the law "

an annual debate on the public debt

" and the conditions of its financing before the examination of each finance law.

To legally border what could constitute a small big bang in the organization of the budget, the two deputies ask for the opinion of the Council of State which normally does not rule upstream on the texts emanating from the Parliament.
