Deputy Minister of Foreign Affairs and Expatriates, Dr. Bashar Al-Jaafari discussed with the heads of offices and missions of the United Nations agencies operating in Syria mechanisms to follow up on the implementation of Security Council Resolution 2642 related to the humanitarian situation in Syria and the United Nations plans to implement projects included in the field of early recovery in Syria, especially with regard to the electricity and water sectors.
Dr. Al-Jaafari made it clear during the meeting held today at the Ministry of Foreign Affairs and Expatriates building in Damascus that Syria would not have needed humanitarian aid had it not been for the terrorist war that was launched against it and the illegal unilateral coercive measures imposed by some countries on the Syrian people, not to mention the American and Turkish occupations, which posed great challenges. Especially on the electricity and water sectors, in addition to other sectors such as education, health and services.
Dr. Al-Jaafari considered that what is happening in Syria is not a humanitarian crisis but a political one. The American occupation is stealing the wealth of the Syrian people from oil and gas, and the Turkish occupation is violating the bilateral agreements signed between the Syrian and Turkish sides regarding water in the border area and passes less than half of the agreed water.
Dr. Al-Jaafari stressed that the advancement of projects related to the service sectors in Syria requires the unification of all national and international efforts to help support early recovery in those sectors, and urged the United Nations to make more efforts to play the role entrusted to it in this area, especially that Resolution 2642 explicitly provided for support For the vital service sectors in Syria, especially the electricity and water sectors, within the framework of implementing early recovery and resilience.
The Deputy Minister of Foreign Affairs and Expatriates added: The government of the Syrian Arab Republic read Resolution 2642 positively and ambitiously, and considers the United Nations agencies to be its partners in implementing this resolution, with the need to urge these agencies to expedite the implementation of the content of the resolution and bypass red tape and bureaucratic procedures, stressing the readiness of the Syrian government to cooperate with UN agencies. And to provide all the necessary facilities for the implementation of this decision, based on the constructive partnership between the two sides.
For his part, the resident coordinator of the United Nations development and humanitarian activities in Syria, Imran Rida, noted the importance of the initiative of the Deputy Minister of Foreign Affairs and Expatriates to hold the meeting to discuss how to cooperate between the Syrian government and the United Nations to implement Security Council Resolution 2642 and the plans and projects of the United Nations in this context.
Reda expressed his thanks and appreciation to the Ministry of Foreign Affairs and Emigrants for its constructive cooperation with international organizations and UN agencies and the facilities they provide to support the ability of these agencies to respond to humanitarian needs and support resilience.
The heads of the UN offices and missions operating in Syria also spoke in the same context.
The meeting was attended by the Director of the Department of International Organizations and Conferences at the Ministry of Foreign Affairs and Emigrants Rania Al-Hajj Ali, the Director of the Office of the Deputy Minister of Foreign Affairs and Emigrants Dr. Yamen Yousouf, the Department of International Organizations Tamim Madani, the Office of the Deputy Minister of Foreign Affairs and Emigrants Mona Ismandar, and from the international side all heads of offices and missions of the United Nations agencies operating in Syria .
