The Court of Appeals for the 5th Circuit, based in New Orleans, maintains the prohibition that new applicants cannot register even if they qualify for the program, which protects more than half a million dreamers from deportation.

The court, however, upheld the ban that prevents new applicants from enrolling even if they qualify for the Obama-era program.

He also opted to return the case to a lower court.
