From the Congress, the national deputy for Mendoza, Federico Zamarbide, presented a bill in which he requests the
exemption of the Income Tax from the Emergency Assistance Program for Work and Production (ATP)
.
The initiative aims to decompress the tax burden of entrepreneurs and companies that during 2020 had to request the subsidy to be able to face the salary payment of their employees.
"Due to the rigidity of the quarantine in Argentina
during 2020, companies received the so-called ATP
. But, like everything this Government does,
now they harm entrepreneurs because they have to pay
income tax considering the ATP
as if it were a income from a sale.
For this reason, we present this project and demand that the National government exempt this subsidy from Profits
. Companies do not tolerate the enormous fiscal pressure that the country has
, "Zamarbide points out in his arguments.
The initiative of the opposition deputy, who is accompanied by Alfredo Cornejo and 13 other legislators from Together for Change, aims to
generate economic relief to those reached by the subsidy.
Specifically, it is intended for natural and legal persons who were directly affected by the fall in economic activity
, after the contingency measures implemented by the National Executive Power during the Health Emergency.
The initiative is based on the fact that today
in the Income tax law there is no exemption for subsidies received
from employers "and, therefore, they are covered by this tax," says the initiative.
In its arguments, Zamarbide points out that
"the ATP was implemented to mitigate the economic effects generated by the pandemic
.
Therefore, this benefit should be exempt
from Profits to continue with its initial intention, which is precisely to provide that economic aid. Which, even, is established in the recitals of the decree by which said subsidy was granted ".
