Auto rescue plan: purchase aid will be reinforced

2020-05-22T17:23:06.940Z

The President of the Republic must present support measures for the automotive industry at the start of the week. We reveal you in

Next Tuesday at the latest. There is no longer any question of stepping back to present the vast recovery plan for the French automotive industry, given the great expectation and hopes it raises. It is also Emmanuel Macron himself and no longer Bruno Le Maire, as initially planned, who should stick to it. It must be said that the sector, whose sales collapsed by 89% in April, has 400,000 direct jobs. 900,000 with services.

Will this government plan be enough to counter the dreaded social breakage in a sector hit head-on by the effects of the health crisis with plans to close sites in the pipes at Renault and from 40,000 to 50,000 jobs threatened among suppliers and subcontractors in the sector. At the end of April, Le Parisien-Today in France had presented the avenues for study to you.

In exclusivity, here is today in detail what it should contain, knowing that the last trade-offs, between Bercy and the Ministry of Ecological and Inclusive Transition, under the aegis of Matignon, will take place this weekend.

A three-part plan

"This plan has three parts, details a source close to the file. The first part has already been implemented since it is the 110 billion euros that the state put on the table in April. This sum includes 40 billion euros of public expenditure, the rest consisting of deferrals of charges and loan guarantees.

All sectors can benefit, but the automobile should be one of the main targets of this measure. "The second part is what will be presented by Emmanuel Macron earlier this week," said the same source. Its purpose is to boost demand, by encouraging individuals to buy new or recent models, which are more environmentally friendly. "

Between 7000 and 8000 euros of ecological bonus for an electric car

Thus, according to our information, all support measures for the purchase are reinforced. The ecological bonus ceiling for the acquisition of a 100% electric car, now 6000 euros, would increase to between 7000 and 8000 euros. This same bonus for business fleets, which had been cut in half by January 1 this year, going from 6000 to 3000 euros, would do the opposite, to be increased between 5000 and 6000 euros.

And as we announced in April, plug-in hybrid vehicles would enter the system, benefiting from a bonus of 2,000 euros. New incentives for the deployment of charging stations will also be put in place. With in particular the creation of an ad hoc fund supplemented by the Banque des Territoires (branch of the Caisse des Dépôts) which would advance installation costs to condominiums at advantageous conditions.

Conversion bonuses for modest households

The conversion premium, which makes it possible to acquire a new or recent second-hand vehicle against the scrapping of an older model, should also be widened for low-income households (2000 against 1500 euros currently) and very low-income households ( 4000 against 3000 euros currently). With a relaxation of the eligibility criteria since the Crit'Air 3 would now be included for very modest households, and Crit'Air 4 for the others.

What reassure the manufacturers a little. They are faced with a stock of 400,000 vehicles - 96% of which are thermal vehicles - which await takers and represent four months of production. Or the equivalent of 10 billion euros that must be recovered by managing to sell the stock. Consumers still need to quickly return to the dealership path.

Finally the third stage of the rocket is programmed for the next school year. Entirely devoted to recovery, it will be included in the 2021 finance bill. "This component will aim to combat the structural lack of competitiveness of the French economy," says another source. What handicaps us heavily compared to other countries, in Central Europe for example. If the methods are still largely under study, they could be inspired by the late CICE (Tax Credit for Competitiveness and Employment), created under François Hollande, by allowing reductions in production taxes or still lower charges.
