The second country in the world to legalize recreational cannabis, Canada had two goals: to control the billions of dollars in the black market and to create a thriving industry around the drug. The first objective is success. According to the Statistics Canada institute, 68% of consumers of "pot", as Quebecers call marijuana, bought it legally in 2020.
