Carrie Lam said that the number of daily tests in Hong Kong has been "very large", and it has caused various inconvenience and anxiety to the public.
Lam also pointed out that the universal testing plan was launched in September 2020, and only 1.7 million people were tested in two weeks, which involved a lot of preparatory work, including the preparation of the Fire Eye Laboratory.
She stressed that the only way to be more effective is to increase testing capacity, focus on infected cases and cut off the chain of transmission.
