Environmental policy has been bobbing for decades, but that is changing rapidly: Europe wants to become the first climate-neutral continent. How could the plan work?

He puffs, he gasps, up the stairs, door open, he's late.

When Peter Altmaier finally sits next to his speaker, he is still out of breath.

"I have to acclimate myself first," says the Federal Minister of Economics and gasps.

He is actually already in the middle of the topic.

Because on September 11, 2020, Altmaier wears the penitent shirt with the strawberry-colored tie, that of the climate offender.

"We have disappointed many people to whom climate protection is important," says Altmaier, who was once environment minister and as head of the chancellery was already at the levers of power.

A group of journalists is sitting in front of him.

In an interview that appeared in SPIEGEL that day, the minister said: "The necessary ecological change has repeatedly been overshadowed by other issues. So we've lost the trust of young people."

A lot of time has been wasted, at least a decade, with half-hearted climate protection, which always only announces goals, but not how they should be achieved.
