Create a protocol for cyber patrolling for the duration of the coronavirus emergency

The national government created on Tuesday the "General Protocol for the Prevention of Crime Police to Use Open Source Digital", through which will define rules to detect illegal online activities related to the coronavirus .

The measure, published in Resolution 144/2020 of the Official Gazette, bears the signature of the Minister of National Security, Sabina Frederic, whose main objective is to detect the resale of health supplies that are necessary in the pandemic.

The protocol will be in force as long as the public health emergency is extended by the Covid-19 and the four federal forces will have a period of 20 days to designate each official in charge of "adjusting" to the current regulations of each body all "principles , criteria and general guidelines "of the resolution.

According to the resolution, the Federal Police, the Airport Security Police, the Gendarmerie and the Naval Prefecture will have sectors specially dedicated to detecting on the web "the commercialization, distribution and transportation of apocryphal drugs and critical sanitary supplies" , as well as the sale of alleged drugs announced "under nomenclatures and references to COVID-19 or its nominal derivations, without approval or certification by the competent authority."

Another task will be to prevent “computer attacks on critical infrastructure (especially hospitals and health centers)”, as well as to combat “human trafficking; drug trafficking; money laundering and terrorism ”.

All cyber patrols tasks must be carried out on the basis of  “open digital sources” , which the Government defined as “the media and platforms of digital information and communication of a public nature, not sensitive and without security classification, whose access does not imply a violation to the right to privacy of people ".

Precisely, the protocol establishes a series of prohibitions for federal forces , which will not be able to "obtain information, produce intelligence, or store data on people or users simply because of their race, religious faith, private actions, or political opinion" or " employing illegal or violating methods of human dignity to carry out the investigations.

In addition, it was indicated, Frederic will coordinate an Advisory Table that will meet at least once every two months and must control the correct application of these new rules, "prepare the guidelines for an audit, transparency and publicity mechanism" of the police actions and " propose modifications or complementary provisions ”to the protocol.
