Traveling in Seine-Saint-Denis, this Thursday, Emmanuel Macron will announce a plan to create 5,000 sports facilities throughout France

It was just a month ago.

At the reception of the medal-winning athletes in Tokyo, Emmanuel Macron had, in addition to increased support for high-level athletes intended to achieve results at the 2024 Olympic Games in Paris, promised assistance in the creation of new equipment, this time at destination amateur sport.

The plan will be announced this Thursday morning during the visit of the Head of State to Seine-Saint-Denis, land of the future Olympics.

In line with the France 2030 plan announced on Tuesday, the President of the Republic is already promising to release 200 million euros in order to support the creation of 5,000 sports facilities by 2024, making it possible in particular to develop sports practice everywhere in France.

Among these infrastructures, 1,000 city stadiums, 1,000 dojos, 500 3x3 basketball courts, 500 padel tennis courts, 500 skateparks, 200 mobile sites, in particular pools for learning to swim.

"It's a massive effort"

If in Tremblay-en-France, where the speech will be delivered, the Head of State will be accompanied by representatives of the basketball, tennis, judo and handball federations, directly concerned by these first announcements, discussions are already underway with cycling, dance, gymnastics and sailing in particular, for equipment aimed at developing the practice of cycling and urban dances.

“It's a massive effort. The President has a high ambition, the notion of sporting nation is dear to him, ”we whisper at the Élysée, where we recall that during the speech on his return from Lima - on September 13, 2017 France had officially obtained the organization of the 2024 Olympics - Emmanuel Macron made the Games a lever for strengthening sports practice. The challenges are multiple: education, public health, social cohesion, regional planning. "A certain number of equipment is underused and is only used at certain hours of the day," we note in the entourage of the Head of State. The idea is not to oppose the different practices, but to bring together the different actors and to lead a reflection in order to allow the optimization of the equipment. "

In consultation with local authorities and sports federations

The 5,000 equipment plan thus aims to create modern and local infrastructures, combining club and individual uses.

200 million euros will be mobilized over 3 years (including 100 million euros, from 2022), solely for the construction of equipment, or their requalification, certain rooms, currently not intended for sports, which can be transformed.

Another envelope, of 50 million euros, will be earmarked for the thermal renovation of sports equipment.

These new credits are in addition to the 50 million euros that the National Sports Agency (ANS) mobilizes each year for the renovation of sports infrastructure.

"All the players will be involved so that we can determine which areas are lacking in sports," says the President's entourage.

The construction of these 5,000 facilities will be carried out in consultation with local authorities and sports federations, which may be actors in the plan.

The idea being to go quickly - “Paris 2024 is tomorrow”, we reminded the Élysée - the financing procedures will be shorter and less complex than usual.

The State will intervene at least up to 50% and will finance the new equipment up to 80% (100% overseas).
