Sanctions have been the subject of many measures in recent years, but have never actually entered into force due to the reverse imposed by most political forces.

This time the text issued by the Council of Ministers has not been modified by Parliament and so, starting from Thursday, whoever refuses electronic payment will be subjected to an administrative fine of 30 euros, increased by 4% of the value of the transaction for which it is acceptance was refused.

To give a simple example, for a receipt of 100 euros to which payment by card is denied, the penalty for the merchant will be equal to 30 euros to which 4% of 100 euros must be added, for a total therefore of 34 euros.

The list of interested categories is long: from artisans such as carpenters, blacksmiths and plumbers, to restaurateurs and bartenders, to shopkeepers and even street vendors.

The obligation also concerns notaries, lawyers, engineers, surveyors, accountants, doctors, labor consultants and dentists.

Consumer associations applaud the novelty but warn on the one hand about the 'tricks' that traders and professionals could use to circumvent the fines and on the other hand about the need to reduce the management costs of electronic money to encourage its correct use.

The provisions, explains Codacons, "exclude the obligation to pay with the Pos in the event of objective technical impossibility: the merchant who claims to have the Pos out of use is not liable to a penalty. Not only that.
