The DAB also proposed the establishment of a "Culture, Sports and Tourism Bureau" to be responsible for policies on culture, art, tourism and sports. The Tourism Commission, the Leisure and Cultural Services Department, the Radio Television Hong Kong and the Information Services Department will be included in the bureau.

The Constitutional and Mainland Affairs Bureau needs to be renamed the "Mainland and Constitutional Affairs Bureau" in order to strengthen Mainland affairs and to comply with the 14th Five-Year Plan of the country.
