However, when the Secretariat of the Employment Guarantee Program responded to enquiries today (14), it mentioned that the approval work has been completed and a total of 91.1 billion yuan in subsidies has been issued, which is 10.1 billion over budget, but it did not explain why.
In addition, the 26,000 employers who violated their application commitments had to repay the subsidy amount and fines totaling about 1.1 billion yuan, but 20% of the employers who violated the regulations failed to pay and owed 200 million yuan.

Benefitting 1.95 million employees and 123,000 self-employed persons
The Secretariat of the "Ensure Employment" program under the Office of Policy Innovation and Co-ordination stated that in terms of employers’ applications, each phase of the program benefits approximately 152,000 employers and 1.95 million employees, involving wage subsidies of 90.2 billion yuan. To nearly 123,000 eligible self-employed persons, a lump-sum subsidy of RMB 7,500 was distributed, with a subsidy amount of more than RMB 900 million.
The Secretariat also pointed out that so far, about 1,150 reports have been received. The cases mainly involve unreasonable reduction of the number of employees and/or dismissal of employees, untimely payment of wages or salary reductions, and suspected company bankruptcy or change of operators.
The secretariat and its agents follow up all reports and complaints, and have referred more than 280 complaints involving labor disputes related to the provisions of the Employment Ordinance or employment conditions to the Labour Department for follow-up, and to the Customs, Immigration Department and Taxation Department respectively. The bureaus each referred 2 reports, 1 report and 1 report or complaint.
In addition, the Secretariat also referred 26 complaints related to employers’ MPF contributions to the MPF Authority.
Employers have been fined 1.1 billion for violations and 900 million have been collected
On the other hand, employers participating in the scheme must use the full subsidy for their employees' wages and will not "lay off" employees during the subsidy period.
In the end, the secretariat issued a total of about 26,000 employers who did not fully comply with the plan's commitments and issued payment notices, involving the amount of subsidies that need to be recovered and a total of about 1.1 billion yuan in fines.
As of September 30, more than 80% of employers have paid up the relevant payments, involving more than 900 million yuan, that is, 20% of employers who violate the regulations have not paid the fine and owed 200 million yuan.
The Secretariat emphasized that if the applicant fails to pay the fine within the deadline, the government will follow up in accordance with the established mechanism, including recovering the arrears through legal channels.
