Halfway through reconstruction - Magazine

2021-04-15T17:20:57.506Z

White palaces and churches are back, but the schools are not rebuilt and real life is missing in the center. Much has been done, much remains to be done

Ten years after 6 April 2009, the material reconstruction of L'Aquila, with great difficulty, proceeds.

What is struggling is the return to real life.

The churches and palaces, the jewels of the city of Frederick II, return to shine.

The suburbs have been completed for years, the private reconstruction of the historic center is at an advanced stage, even if there is still a long way to go.

The real shadow concerns the public reconstruction, practically at stake, and in particular that of the schools: none has been rebuilt to date, one is under reconstruction, the Mariele Ventre.

The skeletons of the old schools, abandoned and not demolished, remain as in 2009, from Mazzini to Carducci at the Muzi Art Institute.

For several years 44 million have been available but the only schools rebuilt and returned to the historic center are two private ones.

The children and young people of the many public buildings still go to class in the MUSP, the Modules for Provisional Scholastic Use which in September 2009 dealt with the emergency.

"They are still sheet metal", underlines Silvia Frezza of the Beyond the MUSP Commission.

There are therefore children and young people who have never known a real school.

L'Aquila has passed from the emergency phase to an ordinary one without considering that the public reconstruction here would need different rules, says the mayor of L'Aquila Pierluigi Biondi, who has recently filed a crisis in the junta.

Without considering "the cumbersome nature of the new Procurement Code. What I have repeatedly asked the government - it is the appeal of the mayor - is the possibility of using more streamlined and faster procedures, obviously always within a regulatory framework respectful of legality. ”

A separate discussion must be made for the 60 hamlets of the capital: for example, Onna, Paganica and Tempera show evident signs of delays. In some places time seems to have stopped at 3:32 on that April 6 of 10 years ago. The overall figure of the grants granted for all the fractions is equal to 1,627 investigations for a total of 6,765 real estate units. For the fractions The Municipality assures that it is close to launching measures "able to give new impetus to the approval of and to start the construction in quick. "Speech time similar to some of the 56 municipalities of the so-called seismic crater, of which no mention almost never where the reconstruction just taking its first steps.

what is

to find the 19 New Towns, which since 2009 were built to house 16,000 L'Aquila?

Many have already lost pieces in recent years, such as in Cese di Preturo where the balconies have fallen and the seals have been put.

Three thousand displaced people still live in those still in good condition and in the Map, the single-family wooden houses.

Certainly this redistribution of the population has contributed to expanding the city along a road axis of over 30 kilometers, with an exponential increase in the use of the car.

Then there is the immaterial reconstruction.

The earthquake is a trauma that affects communities for decades and life in L'Aquila is forever marked by a before and after an earthquake, a sort of ground before and after Christ.

And that after is still a long way from life before.

The heart of the city is the largest construction site in Europe and as such is a huge maze of streets, about 177 hectares, crossed by vehicles of workers and concrete mixers, where the echo of pneumatic hammers is deafening but you cannot hear the cackles of children.

The historic center is still practically uninhabited: it lives during the day with the workers and in the evening of the weekend with the nightlife.

About 80 commercial businesses have opened, a very distant fact, Confcommercio L'Aquila recalls, from over a thousand shops before the earthquake.

These pioneers who bet on the restart of the historic center are now at risk of closure, they are paying for the absence of residents.

What they are clamoring for is the construction of parking lots, the return of public offices, banks and post offices to get a flow back.

The Municipality is working on the return of some entities and on three large parking spaces but the times will not be short.

The mayor rejects the sender's criticisms of those who speak of a “still city.” The one in L'Aquila, he recalls, is “the most important example of urban regeneration from the postwar period to today”.
