Health pass: in the Law Committee, the deputies are already ticking

Yes, but… The deputies of the Laws Committee gave the first green light on Tuesday evening to the establishment of a "health pass" in France, one of the measures which should allow a smooth exit from the state of health emergency.

But they did not hide their reluctance.

Last week, Emmanuel Macron, in his interview with Le Parisien and other regional newspapers, conditioned access to large gatherings on the issue of this sesame, which would mention vaccination, the result of a virological screening examination negative for Covid-19 or attest to the recovery of the person following contamination.

The government wanted to proceed by amendment to the bill on the management of the exit from the health crisis, examined by the Law Commission before an examination in the hemicycle on Monday.

"It looks like discrimination"

For the Minister of Health Olivier Véran, such a device aims to avoid the appearance of "cluster or supercluster" and "corresponds to an approach that we see emerging in many countries".

Its drafting "effectively excludes any use of a health pass for activities of daily living", continued the minister, confronted with the doubts expressed on all the benches of the commission.

"It looks like discrimination, for me it is a precedent", nevertheless put forward the "walker" Pacôme Rupin.

"The text is not clear," grumbled the MoDem Philippe Latombe.

"We do not distinguish between indoor or outdoor gatherings," said LR Philippe Gosselin.

"There will be no limit in the discrimination", predicted the LFI Eric Coquerel, for whom such or such restaurateur will want to require the "sanitary pass" to subordinate access to his establishment.

Despite the unfavorable opinion of Olivier Véran, members of the majority led by the president of the Law Commission, Yaël Braun-Pivet, also wished to put safeguards by adding a sub-amendment to the amendment. government, to explicitly exclude day-to-day activities from the scope of this future “health pass”.
