Health pass: the "yes but" of deputies for large gatherings

As part of the committee's examination of the bill on the management of the exit from the health crisis, the deputies began to look into the measures which should make it possible to gradually exit the state of health emergency.


The deputies of the Laws Committee gave the first green light on Tuesday evening to the establishment of a "health pass" for access to gatherings of more than 1000 people, despite strong reluctance among some elected officials.

As part of the committee's examination of the bill on the management of the exit from the health crisis, the deputies began to consider a battery of measures which should make it possible to gradually exit the state of health emergency, without abruptly ending the sanitary restrictions. Among them is the creation of a "health pass", which the government wants to put in place for large gatherings through an amendment.

This sets to music an announcement made by Emmanuel Macron, on April 29, in an interview with the regional press.

It has received the approval of the Scientific Council and would complete the "health pass" required at European level for travel abroad.

The government project, which is not the decried "vaccine passport", plans to "subordinate", when the time comes, access to establishments, places or events bringing together more than 1000 people to the presentation of the result of a screening examination. virological negative for Covid-19, proof of vaccination or attesting to the recovery of the person following contamination.

For the Minister of Health Olivier Véran, such a device aims to avoid the appearance of "cluster or supercluster" and "corresponds to an approach that we see emerging in many countries".

Its drafting "in fact excludes any use of a health pass for the activities of daily living", continued the minister, confronted with the doubts expressed on all the benches of the commission, including in the majority.

"It looks like discrimination"

"It looks like discrimination, for me it is a precedent", put forward the "walker" Pacôme Rupin.

"The text is not clear," squeaked Modem Philippe Latombe.

"We do not distinguish between indoor or outdoor gatherings," said LR Philippe Gosselin.

"And what about pilgrimages?"

"There will be no limit in the discrimination", predicted the LFI Eric Coquerel for whom such or such restaurateur will want to require the "sanitary pass" to subordinate access to his establishment.

Despite the unfavorable opinion of Olivier Véran, members of the majority led by the president of the Law Commission, Yaël Braun-Pivet, wanted to put in safeguards by amending the government project, to explicitly exclude daily activities within the scope of this future “health pass”.

The examination of the text must continue Thursday in committee before its passage in the hemicycle on Monday.
