Franz Reindl lost the election as President of the World Ice Hockey Federation IIHF.
The association announced.
At the semi-annual congress in Saint Petersburg, the 66-year-old Reindl received 39 votes in the decisive ballot, 67 went to the French Luc Tardif.
The ex-professional, who was born in Canada, is the successor of the Swiss René Fasel, who stepped down after 27 years at the top of the IIHF.
The former national player Reindl, President of the German Ice Hockey Federation since 2014, had applied for the highest position in world ice hockey after 23 years in various IIHF positions.
Following the German example, he wanted to involve the major professional leagues, especially the NHL, more closely in the association.
But Reindl's corporate and association management has also come under fire since SPIEGEL and the Augsburger Allgemeine reported on some questionable payments at the beginning of June.
Among other things, it was about the salary that Reindl received as managing director of a DEB subsidiary, although he is supposed to be active as president on an honorary basis.
The ethics committee of the German Olympic Sports Confederation (DOSB) is also dealing with the allegations that Reindl denies.
