The Communist Party of China celebrated its 100th anniversary in July this year, and celebrations in the Mainland are in full swing. In Hong Kong, the word "Communist Party" used to be more sensitive, but in the new era of national security law, the central government agencies in Hong Kong held an unprecedented "Communist Party of China and "One Country, Two Systems". "Thematic Forum", Luo Huining, director of the Liaison Office of the Central Committee, emphasized that maintaining the leadership of the Communist Party of China means maintaining "one country, two systems."

How should Hong Kong people handle their relationship with the country's ruling party?

I believe many people are interested.

"Hong Kong 01" interviewed a series of local politicians and scholars to talk freely about their understanding of the Chinese Communist Party and the relationship between the Communist Party and Hong Kong today.

In the first episode, I interviewed Luo Fan Jiaofen, a member of the Executive Council, and talked about her experience of watching the drama "The Awakening Age" on the theme of party building in the Mainland, and how she, who has promoted education reform, views today's young people's attitude toward the Communist Party.

Luo Fan Jiaofen mentioned that the one hundred years since the founding of the Communist Party of China, the thing that moved her most was the return of Hong Kong to China in 1997.

She believes that the Communist Party's fine tradition of daring to criticize and learn from itself is quite worthy of the young people and all institutions in Hong Kong today.

She hopes that the Civic and Social Development subject implemented in the new school year can implement the concept of "Don’t forget the original aspiration, and always have it", continue to improve and set things right, so that students can fundamentally increase their interest in the country’s history and culture and the ruling party, and deepen their understanding. .

One of the series of interviews with local political circles

I most admire Deng Xiaoping's most moving expression of Hong Kong

Luo Fan Jiaofen first admitted that he had a science background and had not done in-depth research on the Communist Party. However, after reading the books "Awakening Years" and "A Brief History of the Communist Party of China" (edited by the Central Propaganda Department) The understanding of has deepened.

Speaking of the most moving event in a century of history, Luo Fan Jiaofen was when Hong Kong returned to China in 1997.

She said that she had always been involved in the work of Hong Kong's return. After Tung Chee-hwa was elected as Chief Executive, she was appointed as the office director-designate. She attended the Provisional Legislative Council meeting in Shenzhen. Seeing one flag slowly lowering and another rising, the country's reunification has taken a big step, which is an important historical turning point."

As for the most admired CCP figure, Mrs. Luo answered quickly: Deng Xiaoping, the "chief designer" of reform and opening up, and the late national leader.

She explained that Deng Xiaoping, who led China on the path of reform to prosperity and power after his early revolutionary career and the Cultural Revolution, was also the person who put forward the great concept of "one country, two systems."

Luo Fan Jiaofen accepted an exclusive interview with "Hong Kong 01" and talked about his views on the centenary of the founding of the Communist Party of China and the education of young people today.

Heartaches in the history of June 4th, but hope that everyone "let go of the burden"

As for Luo Fan Jiaofen's sadness, nothing was the June 4th incident in 1989.

This may be a bit surprising, especially since the establishment in recent years has avoided talking about June 4th, and recently some people have even said that "they are more and more accepting that there was no death in Tiananmen Square."

Luo Fanjiaofen explained with a touch of sentiment that he had searched a large amount of first-hand historical information, including daily news summaries of newspapers at the time, and online data from multiple channels. He believed that the origin of the incident was indeed the young people’s thinking about the country and the dissatisfaction with the current state of the country. It’s just that it changed later, and the evolution of the event was quite tortuous: "Young students in China have patriotic movements of all sizes at different stages of the modern era. When the pro-democracy movement began in 1989, I believe many students also saw social injustices. , Corruption, and people’s hardship, so I stood up and protested. It’s just a pity that there was a little deterioration in the middle. The (Beijing authorities) didn’t want to suppress it at the beginning, but actually wanted to communicate. Later, some possible foreign forces were infiltrated and mixed. Many accidents and other factors have intensified the incident, and martial law has to be used in the end."

Luo Tai believes that looking back on the history of the 1989 pro-democracy movement, to a certain extent, it will be reminiscent of the anti-amendment law incident in 2019: "History is repeating itself. In fact, many young people start from the good of society. We have to understand it from history. To avoid some things happening again.” She pointed out that there were also many exaggerated and inaccurate information around June 4th. For example, there were reports of leaders such as Li Peng "was shot", Wuer Kaixi, and Wang Dan. "Death news", etc.; in the age of social media and information development, there is more false information. She hopes that the public will collect news materials from different angles, maintain a spirit of truth-seeking, and carefully judge the true and false before distributing it.

In 2015, Luo Fan Jiaofen once said on a radio program that the country will eventually say "better" about the June 4th incident.

Over the past few years, Hong Kong’s political environment has been turned upside down. Mrs. Luo said that she really hopes to have a "more official" statement. She also hopes that future generations can have more empathy when commenting on the history of June 4th, and imagine if they were the Chinese leader at that time. People, seeing the "single fire" of protests all over the country, suspecting foreign forces infiltrating, etc., standing in the position of leader, what kind of considerations will they have.

After more than 30 years, I think we have to lay down some burdens.

Just like the Cultural Revolution, the officials also concluded that it was the leadership's misjudgment.

In the book "A Brief History of the Communist Party of China", Deng Xiaoping also quoted Mao Zedong, saying, "If the people think that I am doing seven points right and three points wrong, I am also satisfied", so he (the CCP) will also admit the mistakes of the past.

People are not perfect, and governments are not perfect.

In this divergent society, people need more empathy.

The establishment has targeted the high school general education subject for many years. The new school year will be renamed as the "Citizenship and Social Development Section."

Do not accept the argument that Liberal Studies is the chief culprit in the demonstrations

Luo Fan Jiaofen has been in the officialdom for many years. He is most familiar with the former Director of Education Coordination and the Permanent Secretary. He is one of the main promoters of general education and is very familiar with youth education.

In recent years, the social and political atmosphere has become tense, and the liberal arts subject has become the target of attacks by the establishment. In the new school year, it will be renamed the "Civilization and Social Development Section". Nowadays, young people are repeatedly questioned about the country’s lack of national identity. There is no way to talk about it.

Luo Fan stated in the interview that she would not accept the argument that "Liberal Studies is the culprit", but she believes that there are deviations in the implementation of the General Studies, such as insufficient inspection of teaching materials, and teachers may not necessarily understand the content of the course. It is possible to instill personal ideas in students, leading to young people not knowing enough about the country and the Communist Party: "Many things have changed, and I also want to keep my original aspirations in teaching reform. We hope to explain new ideas to teachers, but they may not know how to practice them when they return to school. IES (Independent Subject Inquiry) hopes to train students to collect information from different angles, but it also deteriorated later. It took too long and became test-oriented. Some schools did not take it seriously, so it would be better not to do it. "

Regarding the new "Community Science," Luo Fan Jiaofen quoted the educational philosophy of "not forgetting the original aspiration and keeping in mind the mission" mentioned by President Xi Jinping, "What is the original aspiration of the Communist Party? It is to serve the people, to benefit the people, and to rejuvenate the nation." She pointed out that after a period of time in any organization or system, there will always be some deviations, especially a new compulsory subject. The most important thing is to revise it in time and return to the original idea.

The commune science department needs to go to the mainland to communicate with Luo Tai: it doesn’t make much sense to just look at the flowers

Luo Tai believes that in addition to the implementation of "community science", the effectiveness of "community science" depends on two factors for students to truly appreciate the content of learning. One is to let students get close and personally experience the country. history and culture.

For example, she pointed out that during her tenure as an official, she followed up an event funded by the Jockey Club to allow sixth form students to go to the mainland for exchanges. According to the feedback from the participants, the effect was actually good. "They visited the Old Summer Palace (remains) and Lugou Bridge and listened to the invading powers. History, and then read the "manifesto" that they are Chinese, but those students confidently said, "I have independent thinking and will not be brainwashed." This is how education must touch their hearts. It can last. There is a saying: Teach me and I'll forget, show me and I'll remember, involve me and I'll understand. Only when you have personal experience will you understand it deeply."

"Community Science" will include visits to the mainland in the future. Mrs. Luo believes that this depends on the specific form and depth of the exchange. "After the return (in Hong Kong schools), they have also exchanged countless times, but if it is just a "walking through the horse and looking at the flowers" style, It doesn’t make much sense.”

The second is to use a soft approach to increase students' interest in the ruling parties in the Mainland and the country. Luo Tai used herself as an example: "I am interested in reading the history of the Communist Party of China because I have just watched "The Age of Awakening" and want to learn about Chen Duxiu ( One of the main founders of the Communist Party) What kind of person is in official history.” She hopes that in the future course design process, some more interesting content will be considered, so that students can truly “motivated to learn”.

Ji Youth Studying "The Awakening Age" Li Dazhao and Chen Yannian

Speaking of "The Age of Awakening", Luo Fan Jiaofen believes that the play is worth recommending, and there are two roles that are worthy of the young people in Hong Kong today. One is Li Dazhao (one of the main founders of the Communist Party, considered to have a profound influence on Mao Zedong's thought) "He is an intellectual, but he will also go to the front line to understand the plight of the people, eat with workers, make dumplings, and have close ties with the people. In today's language, he is very "close to the ground." After studying various theories, He found that socialism was the most suitable for China. At that time, Hu Shi wanted to fully Westernize, but Li Dazhao would just insist and continue to work at the forefront to lay a strong foundation for the Communist Party's theory."

The other is Chen Duxiu's eldest son, Chen Yannian, Luo Taizhi, Chen Yannian is self-improving, insists on self-reliance, and has a commendable spirit; Chen was originally a believer of anarchism, but later tried to run the club with this concept and found that it could not be maintained, so he turned to identify with the society in the script. Ism.

She believes that Chen Yannian decided on his political beliefs through a process of deliberation and practice. This is by no means a whisper, and this spirit of seeking truth from facts is quite worth learning.

The idea that "the regime is overthrown without democracy" is absolutely unacceptable

The YMCA’s interest in "The Awakening Age" is unknown, but there is a plot in the play, which is indeed remarkable: at the beginning of the first episode, Chen Duxiu and Li Dazhao discuss current affairs in China. When Yuan Shikai’s dictatorship is mentioned, Chen is excited. The land said: "patriotism must have a stand, and patriotism must not be confused with loyalty to Yuan Shikai."

Reflecting today, the young generation of Hong Kong has been wary of the Chinese Communist Party since childhood, especially fearful of historical events such as the Cultural Revolution and 1964. Some young people also believe that Hong Kong and Beijing are in democracy and freedom. The values are completely different and cannot be integrated. In recent years, some people have even put forward the idea of "soliciting speculation."

As a Hong Kong person, how should we view the relationship between "love the country and love Hong Kong" and "loyalty to the existing regime"?

Luo Fan Jiaofen pointed out that China in 1915 cannot be directly compared with China today: China was a feudal society at that time, the people were oppressed, and even food and clothing were a problem. It is not the same thing as "striving for democracy" among some populations today; for this reason, She believes that the public can certainly "disagree" with some of the actions of those in power and criticize the government, because what the government does cannot always be right, but it must never talk about "overthrowing" or "seizing power": "You can't say, "I think Hong Kong It’s undemocratic, so it (the government) must be overthrown.” This is definitely unacceptable.”

On June 12, the Communist Party of China and One Country, Two Systems Forum was held in Hong Kong.

Frankly appreciate the mainland's "democratic centralism"

On the contrary, when it comes to the political system, Luo Tai thinks that the "democratic centralism" currently implemented in China is worthy of appreciation.

She pointed out that there are many ways in which democracy exists, and the practice also depends on basic social factors. It is necessary to figure out whether democracy is a form or a result: "In fact, the fundamental purpose of democracy is to allow the people to live a good life. Everyone All opinions can be heard."

From this point of view, she believes that "democratic centralism" is an ideal system for China. "After others have expressed their opinions, they must make centralized decisions and be responsible for their own decisions. You cannot discuss without making decisions or fail to act out of fear. I didn’t understand before, how do "democracy" and "centralization" coexist? But in fact this refers to different stages, democratically listening to opinions and centralized decision-making."

Praise the CCP for daring to criticize itself and understand "one country", you must first know the CCP

Luo Fan Jiaofen said more clearly that in today's political environment, Hong Kong people need to read more about the history of the CCP and take off the colored glasses of the past: "It is also time for us to know the Communist Party. In particular, the opening of the Chinese Constitution clearly indicates that the Communist Party is to be led. Especially now that the emphasis is on "one country", and even the relationship between "one country" and "two systems", we should know more about it."

She continued that any political party can make mistakes, but at least based on the history of the CCP that she has read, the CCP is very willing to review the past at regular intervals. In addition to summarizing political achievements, each Third Plenary Session of the Central Committee also has a self-critical part. Inspect what is not well done: "If you understand the Communist Party deeply, you will actually find that they have many fine traditions. Of course, no party can be all right. The Republican Party of the United States also has a Trump, right? Any? Some things will change after a long period of time, but it can also make things right.”

At the time of the visit, the "Communist Party of China and "One Country, Two Systems" Forum" on June 12 had not yet taken place.

Mrs. Luo said that she did not sign up, because she had spent a lot of time reading books to understand the Communist Party, and said with a smile: "Leave the activity quota to others!"
