The enthusiasm of the French for business creation, which resulted in nearly 1 million new company registrations last year, has been growing steadily since 2015. Especially on the part of the unemployed who see it as a way to create their jobs.

To be supported in the start of their entrepreneurial adventure, job seekers benefit from two schemes: assistance for the takeover or creation of a business (Arce), or the partial maintenance of their return assistance allowance employment (ARE).

The first tool allows the unemployed person receiving compensation to have capital, calculated according to their remaining rights to unemployment insurance (for a total average amount of 9200 euros in 2021) and paid in two instalments, to start their activity.

The second guarantees him the partial maintenance of his unemployment benefit each month, which can be combined with the remuneration from his new self-employed activity (as long as the business creator has current rights to unemployment insurance and remains registered as a claimant employment).

In recent years, the use of Arce has lost momentum in favor of maintaining the ARE.

Only 50,000 recipients thus received Arce last year, five times less than those who opted for ARE…

Two parameters shed light on this phenomenon, according to the Toluna Institute, which carried out a survey for Unedic, the unemployment insurance scheme, on the subject.

First of all, the high number of unemployed people receiving benefits over the past fifteen years, which reached 2.3 million last year.

And then the rise of the status of microentrepreneur, the number of which has almost doubled over the last decade, going from 359,000 in 2010 to more than 641,000 in 2021 and which has therefore contributed to increasing the population of beneficiary entrepreneurs.

The study also indicates that nearly half of Arce beneficiaries are executives, while six out of ten business recipients receiving ARE are employees or workers, a large proportion of whom consider themselves in retraining, which does not This is not the case for Arce beneficiaries.

Men under 40

However, the two categories share common characteristics.

They thus concentrate a majority of men under 40 years of age.

Most people have no experience of entrepreneurship, but eight out of ten have been made aware of it, trained or supported.

For more than half of them, the plan to create or take over a business was formed before registering with Pôle Emploi, with the aim of not resuming salaried activity.
