Last year, the Legislative Council passed the Medical Registration (Amendment) Ordinance 2021. Under the new system, there are three more ways for non-locally trained doctors to apply for special registration to work in Hong Kong.


The first is that the doctor concerned is a Hong Kong permanent resident. He only needs to hold a recognized medical qualification, that is, he has graduated from a designated institution and has been registered locally, and is employed by the HA or other public medical institutions, and then he can apply for special registration. Hong Kong; as long as you have served in the relevant public medical institution for five years and pass the assessment after obtaining a recognized specialist qualification, you can be formally registered to practice in Hong Kong without passing the local Licensing Examination.


Second, the doctors concerned are not Hong Kong permanent residents but hold specialist qualifications conferred or recognised by medical schools. They can also apply for special registration to come to Hong Kong and complete the same procedures in the future.

The third type is Hong Kong medical graduates who have graduated from designated institutions but have not completed their internship. Under the new arrangement, they can come to Hong Kong to take the practising examination and apply for special registration, and the subsequent procedures are the same as the first method. .


It is hoped that after the implementation of the new arrangement, non-locally trained doctors will be attracted to Hong Kong for development.

At the end of last month, the list of the first batch of 27 institutions recognized by the Special Registration Committee was released. There are about 100 institutions in the entire list, and the list of the remaining institutions will be announced in succession.

As for the manpower needs of individual specialties, we have recently started to try out some targeted publicity strategies. For example, in order to attract anesthesiology talents who are in short supply, we have arranged online consultation stations during the anesthesiology seminars held in Australia and New Zealand to answer participants at any time. In terms of job advertisements, we also try to advertise in specialist journals of anesthesiology and radiology to attract relevant talents.

If these outreach methods are effective, we will continue to recruit staff from other individual specialties through similar methods.

Hong Kong is an international metropolis. We must have a broad vision to attract more non-local medical talents and experts in order to solve the problem of medical manpower in Hong Kong.

In the recruitment work in the past period, it is not difficult to notice that their level and professional quality are not limited to the areas of individual training.

Even though some doctors may have graduated from institutions we are not familiar with, they can build a strong reputation in the industry after working overseas for a while.

I think Hong Kong's medical system has its advantages, and our local medical level is also international-oriented. I hope the new system can attract more talents to Hong Kong.
