In the explorations for the formation of a government in Berlin, little penetrates outside.

Inside, the wrestling is apparently all the more intense, as a three-way meeting on Monday showed.

Berlin - A good two weeks after the election to the Berlin House of Representatives, the announced explorations began on Monday in a three-way format - and that with a marathon session. The negotiators from the SPD, Greens and FDP talked about seven and a half hours about a possible formation of a government. In the run-up, the planned duration of about five hours had been mentioned. A meeting of the SPD, the Greens and the Left will follow on Tuesday - the three parties have governed together since 2016.

After the meeting in the SPD regional office, those involved did not want to say anything substantial and referred to the agreed confidentiality.

The SPD state chairwoman and designated governing mayor Franziska Giffey only spoke of "good talks", while the top candidate for the Green Party, Bettina Jarasch, of "extremely intensive talks".

FDP representatives held back with such assessments.

Last Friday, Giffey announced that after numerous bilateral talks, her party now wants to continue exploring the two three-way formats.

At the same time, she had made it clear that she had a preference for a traffic light coalition with the Greens and the FDP.

The Greens, on the other hand, are in favor of a continuation of the previous three-party coalition with the SPD and the Left.

In front of the location of the explorations, the SPD regional office in the Wedding district, around 100 representatives of the “Deutsche Wohnen & Co expropriate” initiative demonstrated on Monday for social rent policy and for the swift implementation of the result of the referendum. On September 26, parallel to the Bundestag and House of Representatives elections, a good 56 percent of voters in Berlin voted for the expropriation of housing groups with more than 3,000 apartments.

After the election to the Berlin House of Representatives on September 26th, the SPD, Greens, CDU, Left and FDP first explored commonalities and differences with regard to a possible coalition in two-party formats.

After the election, a whole series of three-party alliances are mathematically possible.

However, the CDU is out for the time being, the SPD and the Greens are considered set for a new coalition.

It is open who comes as a third partner.

Giffey had announced that he would complete the explorations by mid-October and then begin coalition negotiations.

That means that the parties only have this week for the preliminary talks.

The political scientist Stephan Bröchler was skeptical that an agreement in a few days would be realistic: Because it is about a directional decision and very different policy drafts. “Can you do that within a week? It's a Herculean task, and I'm curious to see whether it will succeed, ”said Bröchler, who teaches at the Berlin School of Economics and Law (HWR), of the German Press Agency.

But he is also skeptical in other respects: that Giffey wants to negotiate with two groups of three, but on the other hand mentions a preference for one of them, is unusual.

“We would have expected open negotiations with the FDP and the Left.

Of course, it gave one party a clear advantage and showed it to the Greens that that is what we want and that we are the stronger party, ”explained the political scientist.

"This is a conflict-ridden path that she has taken." Dpa
