More than half
of the current retirements and pensions were granted
through moratoriums or the PUAM
(Universal Pension for the Elderly) because they did not have the 30-year minimum contributions.
And the
proportion continues to increase
because,
As Clarín reported
,
in 2020 65% of those who retired had to resort to these two routes.
This determines that this
universe of more than 3.5 million beneficiaries
received between $ 17,000 and $ 21,000 in March, while 2.8 million who retired under the general regime with 30 or more years contributions on average received between $ 36,585 and $ 38,892, if they retired before or after 1994, respectively.
These values contrast with
the other end of the pension system
: the benefits of the almost 8,000 magistrates, judges or the diplomatic service that, on average,
exceed $ 300,000 per month.
The data are from the Statistical Bulletin of the Social Security, which shows that
most of the current retirees and pensioners were affected in their active lives by informality and unemployment,
aggravated in the case of women by taking care of their children.
Not counting the 1.4 million non-contributory pensions for disability, old age and others (most of them charge 70% of the minimum amount), out of 6,756,305 monthly payments for retirement and pensions,
54.1% were able to retire with a moratorium or with the PUAM
.
And this situation - not meeting the years of minimum contributions - tends to worsen.

The latest official data shows that there are
about 10 million unemployed
and the jobs of salaried employees and independent workers
without contributions to Social Security.
Among domestic
workers
, agriculture and construction, there
are more non-registered wage earners than registered workers.
And among the same happens between the 5.5 million independent jobs.
In addition, the
special moratorium for women
(law 26,970) expires in July 2022, and allows years of contributions to be regularized between January 1, 1955 and December 31, 2003. Thus, women who turn 60, born in 1961, They can regularize up to 24 years of service between 1979 -when they turned 18- and 2003. And they
must have 6 years or more of social security contributions after 2003.
According to official reports, as of July 2022, when the moratorium for women expires, 96% of those who are 60 years old will not have the 30 years of contributions
and you will not be able to access a retirement and neither to the PUAM (65 years is required).
This x-ray is reflected in the benefits.
In March,
the average credit of the system was $ 31,618.
Those who retired with moratoriums, the vast majority, receive the minimum credit ($ 20,571 gross) and those of the PUAM, 80% of that value ($ 16,457).
Meanwhile, with 30 or more years of contributions,
retirement can reach 60/65% of the updated average salary of the last 10 years
in the case of workers in a dependency relationship.
Who collects the best pensions
With better retirements and pensions are workers with special regimes, such as
teachers, scientific researchers, Luz y Fuerza
, with average salaries between $ 80,000 and $ 150,000.
Those special regimes - which have
about 200,000 beneficiaries
- retire with 82% of the salary of the last position, such as university professors, 85% scientific researchers and 70%, such as Luz y Fuerza.
In return, during active life, workers
contribute 2 more points
(13%) instead of 11% of the general scheme.
For this reason, the retirees of these schemes have
much higher average salaries
even than those who retired without a moratorium on the general scheme.
Then these assets
are readjusted every 6 months
, according to the variation of the wages of the assets, according to indices prepared by the Secretary of Social Security.
Those of the general regime are updated
every 3 months
, according to the new formula.
As long as those who do not have contributions due to having been inactive or working in the informal sector or have 10, 20 or 25 years of contributions,
both men and women at age 65
, by law 26,970 approved in June 2016 can access the PUAM (Universal Pension for the Elderly) which is equivalent to
80% of the minimum retirement
for everyone equally because they do not
take into account the years of contributions
they have registered.
And also if they show that they are in "social vulnerability" based on a socio-patrimonial evaluation of the family.
The PUAM does not give the right to a
widow's
pension
for the death of the spouse.
