Mosque of Beauvais: justice orders its "provisional reopening" after internal changes

The administrative court of Amiens justified its decision by highlighting "the changes that have taken place" since the closure of the establishment


The judge in chambers of the administrative court of Amiens ordered this Monday the "provisional reopening" of the great mosque of Beauvais.

"The changes that have taken place" since its closure in December, "in particular the eviction of the previous imam, the deletion of the content of his sermons and the texts which were linked to them on the accounts of the social networks of the managing association" justify the reopening of the place, indicates the administrative court in a press release.

The judge in chambers also notes that the managing association has "modified its statutes to include a declaration on its attachment to republican values ​​and to establish an advisory council of wise men on all aspects of worship".

He considers, under these conditions, that "the maintenance of the closure of the mosque constitutes a serious and manifestly illegal attack on the freedom of worship" and "enjoins the prefect of Oise to reconsider the request to reopen the mosque". .

“Pending his new decision”, the judge authorizes “immediately the provisional reopening of the Beauvais mosque”, according to this press release.

“There is not just the Eddy Lecocq problem”

The mosque, which usually accommodates 400 faithful, had been closed for six months at the end of December by an order from the prefect of Oise because of the sermons deemed radical, between April and December 2021, by Imam Eddy Lecocq, a young convert trained in Saudi Arabia.

These sermons "promote jihad", encourage the faithful to "identity withdrawal" and call "to hatred", in particular of Jews, Christians or homosexuals, it was specified in the decree.

The Minister of the Interior, Gérald Darmanin, had accused this mosque in mid-December of attacking the "republican model and France".

Asked by AFP on Monday, the Ministry of the Interior did not wish to react at this stage.

A first appeal, filed by the association "Hope and Fraternity", was rejected at the end of December.

Justice, however, opened up the possibility of requesting reopening when it had “put in place a global system” in the face of “dysfunctions”.

"It has been five months since the corrective measures were taken," the association's lawyer, Sefen Guez Guez, argued on Friday during the summary hearing.

“There is not just the Eddy Lecocq problem, there is the problem of the adhesion of the managers”, the association having “relayed and put on its sites and social networks” certain sermons, had replied to him a representative of the prefect.
