Russia's permanent representative to the United Nations, Vasily Nebenzia, warned that the terrorist attacks of Kyiv forces on the Zaporozhye nuclear plant could push the world into a radiation disaster similar to what happened at the Chernobyl plant.
"Kyiv's criminal attacks on nuclear infrastructure sites are pushing the world to the brink of a nuclear catastrophe, comparable to what happened at the Chernobyl plant," Nebenzia said in a speech at a meeting of the UN Security Council today, referring to Kyiv's repeated bombing of the Zaporozhye nuclear plant in the last days.
The Russian Defense Ministry announced earlier that the regime of Ukrainian President Vladimir Zelensky committed a new act under the category of nuclear terrorism by bombing the infrastructure sites of the Zaporozhye nuclear plant.
On the other hand, Nebenzia criticized the efforts of the UN Security Council to prepare documents without consulting the concerned countries.
Commenting on the issue of the informal supervision of certain countries on specific files in the Council, Nebenzia said, “The situation regarding informal supervision has not changed significantly, unfortunately, and most decisions are still ink on paper, and the files of countries are in the hands of 3 members of the Council,” adding that “still procedures are still pending.” The selection or appointment of the supervising countries is ambiguous, and ultimately this process cannot be described as democratic, and criticism of the way draft resolution holders work is mounting.”
He added that "the negative trend that has been observed in recent years is the preparation of documents without the necessary consultation with the countries whose issues are put on the council's agenda, even though the talk is about fateful decisions concerning those countries and their residents in particular."
Nebenzia pointed out that "the opinions of regional players who know the real situation on the ground, the countries that send peacekeeping forces and representatives of the United Nations Secretariat, are left without attention in many cases, and as a result, the Council adopts ill-considered decisions that do not reflect contemporary reality and do not take into account the views of the relevant countries." .
He added that this leads to "the politicization of humanitarian issues and a gap between the mandates of the peace missions adopted by the Council and the real capabilities to implement them, which raises the discontent of the countries that host them."
"We are confident that a review of the issue of informal supervision of files, the reform of this mechanism, and an in-depth study of working methods have become required for a long time," Nebenzia said, adding that "expanding the circle of countries that undertake these tasks will positively affect the way documents are prepared and coordinated."
