Paris wants to limit seasonal rentals by district

The most touristic districts would be the most affected: typically the center of Paris, the Marais and Montmartre, which are facing a housing shortage.

A quota of furnished tourist accommodation, by street or by district.

This is a possibility, seriously considered by the City of Paris.

In order to favor the habitat of Parisians, Ian Brossat, housing assistant, wants to study the feasibility of this measure, which could go as far as a ban

"in tense areas"

of the capital.

Its implementation would be

"in connection with the State"

.

The most touristic districts would be the most affected: typically the center of Paris, the Marais and Montmartre, which are facing a housing shortage.

Presented to the Paris Council on Tuesday, the idea was put forward by 26 citizens drawn by lot, consulted between January and February.

This “citizen opinion” is inspired by the example of Barcelona.

There, the exasperation of residents against tourists has led the city to drastically limit the expansion of furnished accommodation, rented on Airbnb, Booking, Tripadvisor or HomeAway.

“The idea is to launch a study, to see what such a system might look like in Paris and to what extent it would be useful,”

says Ian Brossat.

If it turns out to be relevant, a legislative change will be required. ”

The elected representative already sees

"a small window"

with the 4D law, which should pass in the summer.

As part of this decentralization bill, Anne Hidalgo's team would like the legislator

"to authorize municipalities wishing to have the possibility of adapting the regulation of furnished tourist accommodation to local specificities"

.

If it succeeds, the Parisian executive would thus consider

"subjecting to authorization any tourist rental of accommodation"

, instead of the declaration system in force.

Despite the cessation of travel around the world because of the Covid-19, Paris occupies a prime position for seasonal rentals.

It is the first city in the world for Airbnb, in conflict for years with the City of Paris.
