Parking in Paris: motorcycles and scooters will have to pay from 2022

The result is a modification of the regulations, which should be voted on in July at the Paris Council.

With Anne Hidalgo, during the municipal campaign, you brought the end of free access to motorized two-wheelers.

This measure is strongly requested by a large part of the Parisian population, in order to de-clutter the public space, to better regulate the use of motorcycles and scooters, and to engage their drivers towards a cleaner and less noisy park. 2022 will therefore mark the end of free access for these vehicles.

Users of thermal scooters and motorcycles will be subject to the same rules as motorists, with prices however halved, motorized two-wheelers taking up less space.

For example, residents will pay their parking card 22.50 euros per year, and 0.75 euros per day.

Isn't that going against their ease of use?

The motorcycle retains its form of freedom.

Like the car for that matter.

But these freedoms can no longer be so costly for the community.

They are because there is a lot of pollution, a lot of noise, a lot of clutter in the public space.

One of the regulatory elements, for us in any case, is therefore to ask owners to pay for the parking space they occupy.

Why not have, as in Charenton, offered the first half hour in order to facilitate the work of the delivery men?

Users of scooters and motorcycles will be subject to the same rules as motorists.

Professionals will therefore be able to obtain a Mobile Pro card, which allows them to benefit from particularly attractive rates.

Likewise, health professionals making home visits who use a scooter or motorbike will continue to benefit from free parking.

Does that mean, also, the end of a tolerance that still sometimes exists in the face of two-wheelers parked on the sidewalk?

There is no tolerance for this.

A scooter or a motorbike parked on a sidewalk has nothing to do with it.

The future municipal police will also have the particular missions of fighting against road incivility.

Two-wheelers can park in the standard spaces or in the spaces reserved for them, the number of which we are going to increase in order to avoid these wild parking lots on the road.

Freeing up public space means encouraging underground parking.

Is it compatible with two-wheelers?

Underground parking is more secure than surface parking, which makes it more interesting for some users.

Moreover, mainly for those who do not live in Paris but come to work on a scooter or motorbike, we will offer a “motorized two-wheeler pass”.

Its owner must choose a reference car park, where he can park as much as he wants for 90 euros per month in zone 1 (from the 1st to the 11th arrondissement), and 70 euros in zone 2 (from the 12th to the 20th arrondissement).

This pass will also give entitlement, in a little over a hundred car parks, to very advantageous pricing, to allow him to park at low cost anywhere in the capital.

Why offer them this possibility, and recreate an exception that is favorable to them?

Better regulation also means offering incentive solutions.

For owners of motorized two-wheelers of course, but also for motorists.

This is why we are working, with social landlords and underground parking managers, to offer more advantageous prices than they are today for motorists in neighborhoods where we will massively eliminate spaces. .

There are thousands of unused underground spaces in Paris, it is a question of using them to free up public space above ground.

How to encourage Parisians to get rid of their car?

Of course, we no longer want unnecessary traffic in Paris. But, once again, the car will continue to have its place. We simply want to promote more virtuous uses. For example by promoting carsharing. We have already developed nearly 1,500 spaces dedicated to carsharing vehicles as part of the Mobilib service. 1000 news will emerge. To this will be added 400 places for vehicles in "free floating". We will also strengthen those dedicated to taxis. Finally, we will go beyond our commitment to maintain all those reserved for people with disabilities: we will create 1,000 additional places for these users (a total of almost 5,400). They will obviously always be free for these users, and gradually,people with disabilities will benefit from free underground parking.

Resident cards will therefore continue to exist?

The resulting tariffs even remain unchanged.

The card costs 45 euros per year, the day of parking 1.50 euros.

Which comes to around 500 euros a year.

But now, only one card will be allocated per inhabitant, and no longer one per car.

6% of 100,000 cardholders had more than one.

These were often people who hire vehicles professionally.

Always with this objective of freeing public space, we wish to put an end to these practices.

And for visitors?

For these users, we want to bring the prices closer to those charged by underground car parks.

Our new schedule puts Parisian rates at the same levels as those of other capitals, without yet reaching London and its 8 euros per hour or New York and its 18 euros.

It will cost almost as much to park in the street as to park in car parks.

The objective, once again, is to encourage motorists to park there.

They represent nearly 85% of the parking supply.

Isn't that saying to the inhabitants of the suburbs of Paris: "We don't want you"?

They can always come by car since there will always be a great deal of parking available.

But we encourage those who can and wish to use alternatives.

Public transport is also mainly used to get around the metropolis of Greater Paris.

It is therefore already a reality.

In addition, we are strengthening the accessibility of Paris for Ile-de-France residents who are considered a priority: people with reduced mobility and professionals.

What impact can these measures have on traffic in Paris?

We are basing ourselves on a decrease in traffic comparable to that observed in recent years.

Namely a decrease of 5% per year.

Personally, I think it will be more with this type of measure and the active transformation of the public space that we are leading.

Will owners of electric cars and scooters still get free?

Always, because we want to promote the least noisy engines, the least emitting air pollution.

In fact, we have launched a vast plan to deploy charging stations.

2,400 will be installed on the road by the end of the year, as already announced.

But in public parking lots, we will also deploy 6,000 by the 2024 Olympics.

Will cycling continue to take an increasingly important place in Paris?

At the start of the school year, we will present the details of the bike plan 2. But I can already say that we will, in the term of office, increase the number of parking spaces for bicycles by tens of thousands of spaces. Above all, we are going to create 1000 for cargo bikes in order to promote cyclo-logistics and expand the uses linked to bicycles. They are used more and more today, especially by families and professionals. I repeat, our objective remains to support the transformation of uses towards cleaner mobility. This is the condition for succeeding in the challenge of ecological transition and preserving our health!
